Director of Technology Governance at Citis Engineering & Architecture

The Director of Technology Governance plays a pivotal role in Citis Engineering & Architecture group within the CTOs organization, tasked with establishing and overseeing mature technology processes for the firm. This key position contributes significantly to bolstering Citis capability to develop and uphold mature Technology Standards and Procedures, facilitating organizational adoption and compliance. The ideal candidate must act as a robust change leader, continuously maintaining a profound understanding of Citis technology Standards, Procedures, and processes, and collaborating with Risk Partners, Audit, and Regulators as needed.

Having a comprehensive grasp of industry best practices, compliance requisites, regulatory bodies, relevant regulations, standards, and policies is imperative to ensure adherence and empower Citi to honor its commitments. This position mandates a solid comprehension of technology delivery lifecycle processes, enterprise architecture frameworks, technology governance processes, and technology and cyber risk management measures to steer ongoing enhancements and automation.

An adept perception of the risk landscape and the establishment of sophisticated automated technology processes and preventive controls aligned with standards and regulatory demands will be imperative for this roles triumph. Instituting a replicable and reusable process across the firm, along with consistent monitoring and reporting to harmonize with commitments and risk categories against risk appetites, will facilitate effective risk management.

Outstanding communication skills are fundamental for engaging and leading interactions with internal leaders and Regulators.

Responsibilities:

  • Create and oversee mature technology delivery processes.
  • Promote continuous enhancement in technology delivery and governance processes through automation and by leveraging innovative solutions.
  • Influence and enhance developer experience and productivity through continuous process enhancements, reducing manual effort, and enabling process and controls automation.
  • Maintain and proactively update pertinent technology processes to ensure Citi remains aligned with industry best practices.
  • Serve as a trusted advisor to the leadership team, addressing high-impact strategic issues across the firm, working closely with senior leadership.
  • Identify strategic opportunities and issues of significance to Technology leaders to foster maturity in technology processes, governance, and adherence.
  • Proactively formulate recommendations to counsel Citi's senior management on high-priority initiatives to ensure compliance with regulations, Standards, and Policies.
  • Coordinate communications with key internal and external stakeholders.
  • Provide clarity on complex problems, facilitate decision-making, and guide high-value investments.
  • Develop and fortify relationships with executives across the firm.
  • Assess risks appropriately when making business decisions, displaying particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets by ensuring compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal conduct and business practices, and escalating, managing, and reporting control issues transparently, while effectively supervising the activities of others and instilling accountability in those who do not uphold these standards.
  • Problem structuring & causal thinking, sound business judgment, and demonstrated results orientation.
  • Accountable for end results, planning, and contributing to the future strategy of the relevant area(s). Impact reflects strategic influence on the business and interaction with other functions or businesses.
  • Management responsibility for teams, including overseeing people, budget and planning, encompassing duties such as performance evaluation, compensation, hiring, disciplinary actions, and terminations, and budget approval. May be involved or accountable for diverse (cross-discipline) activities.

Qualifications and requirements:

  • Robust experience in Software Delivery Lifecycle Standards, Procedures, and processes.
  • Extensive experience in driving process reengineering and automation.
  • Profound experience in Architecture Frameworks.
  • Thorough experience in Architecture Governance.
  • Extensive experience in technology risk management and compliance.
  • Previous engagement with Regulators is preferred.
  • Over 10 years of experience in people management.
  • Ability to engage and influence executive leadership teams.
  • Capability to lead and direct a team of knowledgeable professionals. Problem structuring and analytic capabilities; ability to deconstruct a complex problem and organize it into discrete parts for resolution.
  • Capability to collaborate effectively with senior and middle-level managers and large interdisciplinary teams.
  • Collaborative work style; adept at interacting with partners across organizational boundaries and hierarchies.
  • Demonstrates a leadership presence, commands respect, and garners trust from senior leaders. Multi-tasks productively and reliably, managing conflicting priorities.

Education:

  • Bachelors/University degree or equivalent experience, potentially Masters degree.
