Job Description:
Under general direction, provides internal and external site safety leadership and oversees all required department(s) applicable safety standards and regulations; implement and administer employee safety training and educational programs; investigate and review all work-related injury/illness and accidents and processes related forms.
Also performs specialized personnel administration and monitors executive office compliance with human resource policy and procedures; researches issues and problems functions.
Performs other duties as assigned.Required Qualifications:
QUALIFICATIONS OR EQUIVALENT COMBINATIONS OF TRAINING AND/OR EXPERIENCE:
Completion of two (2) year degree in industrial hygiene, environmental health/science and/or related field of training and three (3) years of experience in occupational health and safety, public speaking, employee training and development or equivalent training and/or experience.
Preferred Qualifications:
Comprehensive knowledge of federal & state OSHA/PERRP laws, rules and regulations; OSHA inspection practices & procedures; county safety policy & procedures*; government structure and process*; county government goals and objectives*; department goals and objectives*, department policies and procedures*.
Ability to use data processing techniques; operate a pc, prepare concise and accurate documentation; develop complex reports and position papers; use proper research methods; generate training documentation; communicate effectively in both written and oral form; handle sensitive inquiries; form contacts with officials and the general public; develop good rapport with citizens and government officials.
Establish techniques for communicating with a variety of individuals from various socioeconomic, ethnic, and cultural backgrounds; interviewing and assessment methods.
Ability to understand, interpret, and apply laws, rules, or regulations to specific situations; interpret a variety of instructions in written, oral or schedule form; define problems; collect data, establish facts and draw valid conclusions; calculate fractions, decimals and percentages; prepare, update, and maintain concise and accurate documentation; gather, collate, and classify data; develop and maintain effective working relationships; respond to routine inquiries from employees or officials; maintain confidentiality; work efficiently within time constraints and deadlines; clearly and effectively communicate information in written or spoken English, listen well, ask relevant questions; make effective presentations and prepare supporting documentation; use a computer to draft documents, monitor and report on compliance matters; address issues involving several variables in familiar context; communicate effectively; understand, interpret and apply laws, rules and regulations to specific situations; copy records; complete routine forms; prepare routine correspondence; work alone on most tasks; compile, prepare and interpret reports, make site visits.
Ability to show respect for the opinions of others and work to ensure an atmosphere free of interruptions, difficulty, and/or discrimination; demonstrate; beginning and ending assignments on time; develop and maintain courteous and effective working relationships with fellow agency staff members, community agencies, medical providers, governmental agencies, service providers and the general public to facilitate efficient and cost effective service delivery.
Skill in data entry, computer operation, and office, agency, and state systems and application programs (e.g. MS Office, People Admin, Kronos, Banner, etc); office equipment operation.- Indicates developed after employment.

Work Environment:

Work is performed in an office environment and employee will regularly be exposed to normal hazards associated with an office environment.
Occasionally the employee may be required to attend meetings and conferences at times other than normal work hours and on weekends.

- May occasionally be required to reach with hands and arms and climb or balance. The employee must regularly lift up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Licensing/Certification:
Required certification, license and special requirements of position (e.g., physical demands and work environment, safety hazards, ability to access the various work sites, lifting, etc.)
Licenses:
- Requires a valid State of Ohio motor vehicle operator's license, if utilization of a motor vehicle to perform the essential functions is required.
- Bureau of Workers Compensation Safety & Health Coursework certification.
- American Red Cross Certification
- Obtain other certifications as required"

Job Duties:
- Safety Functions
- Investigates work-related accidents, injuries, illnesses, near-miss incidents to determine causes; communicates and installs preventative measures; assists with return-to-work cases; evaluates and recommends ergonomic adjustments to reduce employee injuries; logs, tracks and reports safety statistics to employees and proper governmental agencies; orders and maintains safety inventory including supplies and equipment.
- Training Functions
- Coordinates planning, development and implementation of internal and external employee safety training and safety education programs; identifies training needs through job analysis and position descriptions; designs and expands safety training and development programs based on both departmental and employee's individual needs; creates safety training materials for various departmental courses; conducts and coordinates employee training in areas of occupational safety and health administration and public employment risk reduction program to keep County in compliance; monitors progress of trained employees through testing and discussions to ensure effective training; reviews and evaluates safety training programs throughout the year to ensure compliance and proper development.
- Administrative Functions
- Assists Directors and Deputy Directors with research, writing and revision of policy, procedures, processes in regards to occupational safety; assists with ensuring all safety policies, procedures and processes are in compliance with department, county, state and federal law; works to communicate and produce a safe work environment by gathering information and employee suggestions through various safety committees; provides technical advice, coaching, guidance to employees on safety initiatives and necessary changes; develops internal communications of employee safety related information; keeps current on safety developments by reading relevant articles, attending meetings and applicable health and safety courses and conferences; coordinates departmental representation and participation in external conferences and education activities.
- Other Functions
- Presents self in a professional, ethical and culturally sensitive manner to co-workers, staff, and the public; adheres to all policies and procedures (e.g. department, Executive, county, federal and state).
