Qualifying experience includes:

eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.


COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT).

Appointment may be made at the traineeship level.

REASSIGNMENT QUALIFICATIONS:

Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Business Systems Analyst 1.

TRANSFER QUALIFICATIONS:

  • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

The position may be filled at the Business Systems Analyst Trainee 1 level equated to SG-13, $49,363, Business Systems Analyst Trainee 2 level equated to SG-14, $52,198, or full performance Business Systems Analyst 1SG-18, $65,001, based on education and experience.

Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1 SG-18 following the successful completion of the traineeship.

Duties Description The Business Systems Analysts within the bureau of Workforce Development & Talent Acquisition will be responsible for understanding and documenting all aspects of the bureau's business functions.

Staff in these titles will identify ways to streamline and automate current processes as well as participate in new systems implementation projects.


Duties include but are not limited to:

  • Assist the division to analyze, define, develop, and communicate requirements for new and existing systems including processes related to recruitment, Human Resources activities, and data and reporting within the division.
  • Collaborate with other agency divisions on projects that require collaboration with the Division of Administration to review, document and manage agency requirements, participate in systems testing and manage system updates for business systems projects.
  • Work with agency staff to gather requirements for new systems and evaluate how existing systems are working to suggest/implement changes.
  • Review policy, procedure, and documentation to define business requirements.
  • Lead business analysis activities to support system development efforts, including the creation of functional Use Cases, process models, and other business analysis artifacts as needed.
  • Design and implement personnel document and forms management systems.
  • Implement an Escheduler online employee scheduling solution and a new statewide Human Resources Management system, which will replace multiple systems utilized by agency HR Offices.
  • Assess agency programs and systems relating to the onboarding process, including process analysis and optimization, as well as the development of automation tolls and enhancements.
  • Design and implement processes, procedures and systems related to projects under the American Rescue Plan Act enhanced Federal Funding for Workforce Initiatives.
  • Document existing IT systems; collaborate with agency staff to identify how existing systems are used.
  • Communicate business process and system requirements to IT professionals and HR management staff.
  • Interview individuals and groups of subject matter experts to document "asis" system and process states.
  • Collaborate with subject matter experts to document, design and develop "tobe" systems and processes.
  • Develop training materials, procedure manuals and job aids for end users related to systems enhancements, implementation and operations.
  • Plan and facilitate meetings with internal and external stakeholders as necessary.
  • Participate in information system testing efforts, including defect resolution and identifying reasonable business resolutions.
  • Review systems after implementation to identify deficiencies and propose resolutions and enhancements.

  • NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment.

This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first be appointed as a temporary employee.

In June 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive.

Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.

You will not have to take an exam to gain permanent competitive status.

  • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service
