The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a
_Curriculum Development Lead - Strategy, Programs, and Operations__ _to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.


The Curriculum Development Lead is responsible for the design and development of engaging, applicable, and effective training for government and NGO employees at all skill and career levels.

This may include development of core curriculum as well as pathways to higher education, potentially including non-certificate and certificate programs, and graduate-level courses.


This position will help the development and delivery of training in a variety of formats, including but not limited to, multi-week facilitated courses; self-guided learning; on-site training; webinars; and other methods needed by public sector employees.


The position reports to the Director of the GovEx Academy, working closely with teams across GovEx such as data and performance management experts, research & analytics team, coaching and technical assistance teams, etc.


Specific Duties & Responsibilities

  • Work collaboratively with internal and external SMEs to develop a blended and online course to improve government and NGO staff skills around and usage of data and evidence.
  • Develop training materials and update existing content based on current best practices and research.
  • Evaluate needs across GovExAcademy offerings and recommend ideal learning delivery methods based on the identified needs.
  • Assess and evaluate materials created by SMEs to develop engaging courses that effectively convey key information and achieve learning objectives.
  • Use instructional design process and methodology to plan, design, and develop selfguided, instructorled, and asynchronous training materials.
  • Assess and evaluate course work with practical exercises, knowledge checks, and other assessments designed to meaningfully evaluate and drive learning retention.
  • Leverage the Academy's learning management system (LMS) to gain insights on learner's needs, as well as manage classes and reporting.
  • Assist with troubleshooting LMS issues, including coaching end users.
  • Ensure content accuracy and alignment with current branding guidelines, procedures, and systems.
  • Assist in measuring the effectiveness of trainings using meaningful metrics.
  • Conduct administrative duties, as necessary.

  • Proficiency in Microsoft Excel, WordPress, Google Drive, and PowerPoint.
  • Knowledge of the field of government data and how it is used improve service delivery.
  • Strong grasp of instructional technology and delivery mechanisms.
  • Knowledge of best practices in online education and distance education.
  • Ability to project manage efficiently, balancing shifting priorities.
  • Knowledge and ability to perform a range of standard and technical assignments to meet timecritical tasks and resolve recurring problems.
  • Commitment to a collegial workplace.
  • Capacity to work independently in a resultsoriented environment; being both flexible and detailoriented.
  • Ability to establish and maintain effective working relationships with individuals from diverse backgrounds and abilities.
  • Excellent interpersonal, oral, and written communication skills.

  • Understanding of quantitative and qualitative research methods.
  • Familiarity with LMS, particularly Canvas.
  • Familiarity with or certification in instructional design quality control rubrics such as Quality Matters (QM).
  • Experience using backwarddesign method in educational context.
  • Previous instructor experience.
  • Supporting the development and implementation of curriculum and accreditation for new graduate programs in support of institutional goals.
  • Assisting in research and development of a cohesive/integrated curriculum model within the academy, helping to design and implement that.
  • Supporting development of programwide assessment schemes (and executing them).
  • Developing recommendations for program improvements based on assessment findings; helping to implement them (evaluation).
  • Liaising at the operations level with other teams/units and central JHU offices, in support of institutional goals.
  • Helping to develop and manage policies/procedures.
  • Overseeing course quality, helping to develop and lead the courses.
  • Supporting senior leadership with program and team operations.

Minimum Qualifications

  • Graduate Degree in Instructional Design, Instructional Technology, Education, or related field.
  • Three years of professional level experience in course design and development, faculty training, or program/course assessment/evaluation required.
