The purpose of this class is to oversee all aspects ofthe accountingadministration forthe Community College of Baltimore County,federal, state and localgrantsas well as assisting with general operations accounting.

Bachelor's degreerequired; CPA orMaster'sdegreepreferred. A minimum of four(4)years ofcurrentprofessionalaccountingexperienceisrequired.
Knowledge of accounting standardsand principles as they relate to all areas assigned. Experiencein grant complianceand automatedaccounting systemexperience.

  • Providingtimelyandaccuratefinancial informationand advice to management and staff.
  • Monitor and ensure compliance with federal, state, local and special program reporting requirements for grantactivities.
  • Audit and approve documents for accuracy and adherence toCollegepolicy and federal,stateand local guidelines.
  • Provide institutional oversight bmonitoringall grant activity (i.e., reviewing expenditures and cost transfers for allowability, allocability, and reasonableness), andappropriate recordingof expenses to sponsor projects and the general ledgerin order toensure compliance withgenerally acceptableaccounting principles (GAA) and sponsor reporting requirements.
  • Prepare budget forecasts and revenue and expense trend analyses.
  • Prepare,analyzeand provide reports for management, externalauditorsand government agencies.
  • Serve as expert on Uniform Guidance and other regulatory rules and apply expert knowledge and interpretation of regulatory provisions to allfacetsof post-award grant administration, ensuring compliance.
  • Perform processes to generate time and effort certifications consistent with OMB Uniform Guidance for faculty and others devoting effort to sponsored awards.
  • Develop andmaintainpolicies,proceduresand business processes to ensure compliance with federal,stateand other regulatory bodies governing financial grant compliance.

  • Monitor and ensure compliance with federal, state, local and special program reporting requirements for grant activities.
  • Compile and analyze data as well as prepare responses to questions from external auditors and grantors.
  • Prepare audit worksheets, schedules, reports and supporting documentation to be used during grant audits by federal,stateor other related agencies.
  • Meet with external granting agency representatives to discuss reporting requirements, budget modification requests and to ensure that CCBC is compliant on all agency fiscal matters.
  • Review, analyze, anddeterminecauses of any inaccuracies in financial records and prepare correcting entries.
  • Monitor and analyze all financialactivity, includingcash receipts and disbursements and ensure that these transactions are appropriatelyinterfacedwith the College's systems.
  • Analyze and interpret newfederal and state regulationsto assure compliance with current requirements.
  • Develop,analyzeand recommend enhancements to and methodologies for financial reporting and control systems.
