GENERAL DESCRIPTION:

Performs highly advanced (senior-level) professional administrative, consultative and policy analysis work.

Work involves coordination, review and analysis of section functions and processes, including human resources, open records, employee training, records management, review and creation of division policies, program rules, and program metric reporting.

May plan, assign, and/or supervise the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1.

Serves as Section Lead for employees who liaise with other departments and internal programs to explain the programs and agency statutory requirements and provides technical assistance.2.

Assists with the daily operations of a variety of technical, training, research, planning, policy, and administrative activities of personnel administration and records management staff.3.

Develops methods and procedures for gathering, compiling, analyzing statistical data and ensuring the accuracy and timeliness of data entry and production by team members.4.

Reviews and evaluates compliance with program policies and procedures, statutes, and rules; and makes determinations and recommendations to implement corrective action(s) ) and process improvements to standardize and improve organizational systems.5.

Develops and implements new or modifies existing administrative program policies, procedures, goals and objectives related to the assigned section and other program areas.6.

Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and conducts or oversees training for their implementation.7.

Reviews comprehensive technical records and reports that present and interpret data, identifies alternatives, and makes and justifies recommendations based on impact(s) to division resources.8.

Assists with the establishment of goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.9.

Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.10.

Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements.11. May plan, assign, and/or supervise the work of others.12. Perform other duties as assigned.

Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, or a related field.

Experience – Minimum of three years related experience in office management, business administrative review and process, administration of personnel, or organizational development work.

Must have a minimum of two years' experience directly supervising staff or serving in a Team Lead position.

Substitution Note:

Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hour work on occasion. This position may have the ability to telecommute based on the needs of the agency. Some in-office work is required.
