In this Supervisory Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in supervising subordinate staff who manage a wide variety of mission support programs, initiatives, and provide services to the organization; analyzing administrative aspects of substantive, mission-oriented programs; generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations; supporting the Assistant Commissioner, Office of Acquisition, and senior leadership in management and direction of a variety of mission support programs and functions; and proving timely and accurate delivery of internal and external management, administrative functions, assigned projects, and a wide range of activities related to personnel, organizational management, resources, and budget.


Typical Work assignments include:

Directing, implementing, coordinating, and overseeing a units that plans and conducts a wide variety of administrative, Workforce Management, and program planning activities; which includes planning, conducting, and participating in special studies, providing expert advice/assistance on administrative matters, developing and evaluating policies, developing and evaluating reference materials, guidance, and Standard Operating Procedures, recommending program objectives and improvements, and engaging in frequent consultation on staffing and recruitment matters.

Identifying, evaluating, recommending, and applying a wide range of concepts, laws, practices, and analytical diagnostic methods and techniques to address and resolving complex problems and issues and providing expert advice and advisory services to leadership on a wide range of analytical, programmatic and administrative functions.

Making recommendations on allocation of resources, including how many resources should be devoted to particular efforts and significant budgetary considerations are involved and directing and overseeing implementation.

Evaluating the effectiveness of the organizational elements in terms of mission accomplishments, recommending changes required to best accommodate mission, and adjusting work operations to meet priorities or changing program or production requirements with available resources and with minimum sacrifice of quantity and quality of work.

Performing a full range of supervisory duties for a diverse group of subordinate staff who manage a wide variety of mission support programs and initiatives.

Qualifications Specialized Experience:

You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, requiring extensive changes in established procedures, or may conflict with the desires of the activity studied.

Leadership Training:
