Summary

The Federal Retirement Thrift Investment Board (FRTIB) is on the lookout for a highly skilled and motivated individual to take on the role of Contract Specialist. This exciting opportunity is open to career transition candidates and federal employees meeting certain qualifications.

Duties

The primary responsibilities of the position include:
  • Conducting negotiations before contract approval, developing negotiation strategies, and collaborating with Agency staff.
  • Evaluating contractor capabilities and fiscal health. Performing pre-award surveys when necessary.
  • Preparing detailed negotiations memorandums and overseeing contractor performance.
  • Negotiating contract modifications and performance plan adjustments.
  • Executing other assigned duties as necessary.
Requirements

Conditions of Employment

To qualify for this role, U.S. Citizenship is mandatory. All qualification criteria must be met by the specified date. Failure to adhere to document submission requirements will impact eligibility. A probationary period may be necessary.

If chosen for this position, proof of current Contracting certification is a must before appointment.

Qualifications

To be considered, applicants must meet Basic Experience, mandatory training, and Specialized Experience criteria.

Basic Experience:

For GS-13 and above positions, a defined amount of contracting experience alongside mandatory training is required, or specific exceptions apply.

Specialized Experience:

In addition to meeting basic requirements and training mandates, applicants must possess at least a year of specialized work experience at the federal level. Specialized experience encompasses complex procurements, contract negotiations, pricing arrangements, and more.

Education

Transcripts supporting educational claims must be provided. For foreign education, a specialized evaluation is necessary. Education cannot substitute experience for this position.
