Summary This position is on the Resource Management and Financial Planning Staff (RMFPS). The RMFPS supplies analytical and administrative services to the Assistant Administrator and Deputy Assistant Administrator.

This position serves as a senior program analyst responsible for completing a broad range of human capital planning, staffing and personnel, and various resource management duties for the program.

Responsibilities Provide leadership and oversight of OFO recruitment incentive programs. Serves as senior advisor to OFO leadership regarding human capital planning and recruitment efforts. Provides technical guidance on implementing reviews, audits or studies. Conducts or directs special projects or studies to identify and solve program/budget problems. Establishes work methods and procedures which ensure coordination of responsibilities with other functional programs and/or leadership. Recommends/develops methods for assessing effectiveness of recruitment incentives. Contributes to decision-making and development of strategies to ensure the organization is addressing staffing challenges. Recommends changes to program organization/administration practices that may impact the way services are administered.

Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g.

one year at the GS-13 grade level for consideration at the GS-14 grade level.)

For the GS-14 level:

Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates at least 4 of the following: 1.

Knowledge of human capital planning, recruitment, and retention incentives and qualitative and quantitative assessment concepts, principles and practices, policies, laws, regulations and precedents sufficient to function as senior analyst and to apply qualitative and/or quantitative methods in conducting studies or analysis.

2.

Experience with facilitating or negotiating human capital planning functions pertaining to recruitment and retention incentives, coordinating activities and consensus building.

3.

Knowledge of USDA programs and initiatives to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives.

4.

Experience with conducting or directing special projects or studies to identify and solve program/budget problems pertaining to recruitment and retention incentives.

5. Experience in developing resource staffing and strategic recruitment/retention guidance for USDA Offices/Program areas.
