Duties

As a Financial Analyst you will:
  • Recognized as a technical expert across in the WAPA financial community in the forecasting, analysis, and communication of financial and non-financial data for the purpose of providing data driven recommendations to management for decision making.
  • Research, develop, analyze, and interpret financial and non-financial data, including the development and refinement of relevant metrics, where applicable.
  • Develop and implement tools for analyzing and evaluating financial operations and strategically significant financial priorities.
  • Independently analyze and interpret financial and non-financial data to evaluate risks and potential impacts to the Office of the Chief Financial Officer (OCFO) and WAPA-wide, where applicable.
  • Provide advice on fund budgeting for the assigned programs to budget staff and program managers at WAPA Headquarters (HQ) and regional offices.
  • Resolve program and budget problems and operating situations that involve interpretation of budget policy, working with Senior Budget Analysts as required.
  • Compile, analyze, and report data to explain economic issues affecting WAPA and forecast industry trends, applying mathematical models and statistical techniques to analyze trends to provide management recommendations for program changes for HQ and regional programs.

SPECIALIZED EXPERIENCE:

Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify for the GS-12: Applicants must have one year (52 weeks) of specialized experience at the GS-11 grade level or equivalent pay band. This experience MUST include all the following:
  • Using financial data, cleaning, analyzing, identifying trends, and providing recommendations to management.
  • Reporting expenses of an organization, formulating forecasts, and presenting results to stakeholders.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR b).
