USP seeks a Sr Business Development Manager to serve as a key member of the Global Business Development team focused on growth within our Federal Practice (US Government funded opportunities within the US).

This position will work across cross-functional teams in the US to successfully execute USPs US Government public health business growth strategy.

This is an excellent opportunity for someone familiar with the US government public health ecosystem to provide proposal management in several core areas.

The Sr Business Development Manager will apply their knowledge about medical countermeasures, supply chain resilience, medicine quality, emerging therapies and advanced manufacturing processes for pharmaceuticals and vaccines.

This position offers the opportunity to learn about emerging trends, key government initiatives and priorities.

The successful candidate will seek the opportunity to be creative and entrepreneurial with respect to new business and strategic partnerships.


The Sr Business Development Manager will spearhead activities across the full business development lifecycle with a focus on the following: intelligence gathering on new UGS opportunities; networking with USG key personnel and partners under the guidance of the Senior Director, effectively managing the proposal development process from solicitation to submission; implementing and leveraging appropriate tools and processes to support the development of winning proposals.

Business Intelligence and Capture (20%)

Conduct research, analysis, and synthesis of information to identify, understand and track key funding USG agencies and new business leads, including published solicitations.

Research effective sources of information to ensure all relevant opportunities are captured on a timely basis.

Analyze and summarize key donor documents (strategies, plans, press releases, etc.) as well as solicitation requirements, deadlines, eligibility, and scope of these opportunities for decision-making, including the Go/No-Go analysis for Leadership.

Gather technical input and competitive intelligence from industry contacts, subject matter specialists, and other resources, and enter this information into SalesForce and USP repositories for tracking contacts, opportunities, and proposals.

Lead pipeline development, tracking, and reporting, including pWin calculation for resource allocation.

Support content development for capacity statements and other new business materials in coordination with the Federal Practice team, Global Business Development Director and Engagement and Partnerships Manager.

Proposal Development (65%)


Lead the management of partnering activities, including developing teaming agreements, scopes of work, NDAs, and working with partners on timely submission of technical and institutional proposals per the bid and organizational requirements.

Lead the proposal management process for 10-15 bids (concepts, EOIs, white papers, RFI responses and RFPs) each year.

This will include managing team communication; developing proposal calendars; scheduling reviews and approvals by leadership; and coordinating a cohesive approach to quality, compliant, and on-time submissions.

Support the lead writer with drafting proposal sections, including staff bios, organizational overviews, Diversity Plan, partnering requirements and institutional past performance.

For funded proposals, lead program design handover to program managers.

Proactively problem solve business development, partner, and client engagement challenges, recommending solutions that meet USP needs for efficiency and success.

Federal Practice business development tools and process (15%)


Lead the effective organization, maintenance, and continuous quality improvement of business intelligence, capture, and proposal development processes, tools, and systems for the team.

Bachelor of Arts/Science with a minimum of eight years of experience in donor-funded business development OR Master of Public Health/related Masters degree and a minimum of six years of experience.

Proven track record of developing strong partnerships, landscaping business opportunities, and managing winning proposals to US government departments and agencies (such as Health and Human Services, Defense, Commerce, NIH, Veterans Affairs, etc.).

Demonstrated knowledge of public health and US Government Agency goals and funding mechanisms.
Preferred Qualifications

Demonstrated pharmaceutical knowledge.

Ability to communicate clearly and concisely, including strong interpersonal skills and effectively interacting across teams and diverse stakeholder groups in person and virtually.

Demonstrated leadership, versatility, and integrity. Agile to respond to deadlines and changing priorities.
Superb organizational, tracking, and follow-up abilities, including working collaboratively under time pressures with calm, steadfast leadership.
Self-starter with strong writing and time management skills, including attention to detail.
Ability to work effectively independently as well as within a team setting.
