Reporting to the Chief Executive Officer duties may include benefit administration, performance and compensation management, recruiting/staffing, employee relations, implementation of policies and procedures, training, and employee communications. The selected candidate is required to execute HR functions to administer various human resource programs including benefits, leave, performance and talent management, employee relations, and training and development.

JOB TASKS (by primary function)

Employee Management

  • Implement orientation programs for new hires and initiatives for employee recognition.
  • Conduct new employee orientation and training programs in collaboration with managers and supervisors.
  • Foster a positive working environment and manage employee relations, occasionally participating in employee meetings and surveys.
  • Oversee HR strategies, systems, tactics, and procedures, including maintenance of the Employee Handbook and organizational processes.
  • Implement and manage a performance appraisal system, offering training and guidance to ensure fairness and consistency.
  • Counsel employees and supervisors on employee issues and performance gaps, makes recommendation for disciplinary actions and terminations when necessary.
  • Conduct salary analyses and recommend adjustments as needed.
  • Serve as a visible leader for the business, modeling and communicating expectations for ethics, quality, and accountability.
  • Utilize Human Resource Information System (HRIS) to maintain accurate and current employee data.
  • Lead Corporate office review of benefit programs and oversee workers' compensation.
Recruiting
  • Source, assess, and oversee the hiring process for qualified candidates, collaborating closely with supervisors and managers to align job requirements with candidate profiles.
  • Lead recruitment efforts for all positions, including screening, interviewing, reference checks, and onboarding.
  • Coordinate employee events and community involvement activities, representing the company at job fairs and recruiting events as needed.
  • Manage the recruitment process, from job postings to job offers, to attract and retain qualified talent.
Compliance
  • Provide comprehensive human resource generalist services, ensuring compliance with regulatory agencies such as EEOC, Human Rights, OFCCP, and OSHA.
  • Ensure compliance with federal, state, and local employment laws and regulations, as well as recommended best practices, by regularly reviewing policies and procedures.
  • Maintain affirmative action programs and ensure compliance with EEO regulations.
  • Prepare annual reporting for EEO-1 and Vets 4212.
  • Collaborate across the organization on policy deployment and interface with customers and regulating bodies as needed.
  • Stay abreast of industry trends, best practices, regulatory updates, and emerging HR technologies.
  • Develop, recommend, and implement personnel policies and procedures, ensuring compliance with regulations.
REQUIRED EDUCATION / EXPERIENCE / CERTIFICATIONS
  • Bachelor's degree in human resources/related field or demonstrated directly relevant experience.
  • 5+ years of proven experience in a similar role.
  • Proficient understanding of employment-related laws and regulations.
  • HRIS experience required (Insperity/isolve preferred).
DESIRED EDUCATION / EXPERIENCE / CERTIFICATIONS
  • Certification such as PHR/SPHR or equivalent.
  • Experience with Service Contract Act (SCA) prime and subcontracting management.
  • Background in employment law and other government compliance regulations is preferred.
SKILLS - KNOWLEDGE - ABILITIES
  • Ability to make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law.
  • Ability to objectively coach employees and management through complex, difficult and emotional issues.
  • Knowledge of principles and practices of HR administration.
  • Demonstrates integrity, professionalism, and confidentiality in all endeavors.
  • Skilled in Microsoft Office Suite or similar software applications.
  • Proficiency in handling full-scope HRIS systems.
OTHER REQUIREMENTS:
  • Must complete and pass an employment drug test.
  • US citizenship is required.
  • Eligible to obtain a U.S. government-issued security clearance.
