Overview:

The Sr. Operations Manager will oversee one or more of the Central Health's service areas that support its goal of creating a comprehensive highly coordinated system of care for identified vulnerable populations in Travis County. Responsibilities for this position include daily operations oversight, operational planning, and serving as the working owner/subject matter expert associated with assigned service areas. Service areas and programs may include primary care, specialty care, urgent care, behavioral health, telemedicine, or others and may include oversight of relevant projects. Responsibilities include gathering and interpreting data, developing and maintaining timelines, monitoring budgets and contract limits, mitigating risks, fostering sustainable relationships with community partners, and serving as a strategic thinking partner within the project team. This position will report to an Operations Director and will work closely with operations, claims payment, medical management, contracting, legal and analytics departments as well as clinical and operations leadership.

Responsibilities:

Essential Functions
In collaboration with leadership, define and manage overall service area objectives, scope, schedule, budget, deliverables and measurement to improve organizational capacity to drive delivery system change. Align service area goals to the planning, implementation and closure of initiatives. Under minimal supervision, provide direction for multiple, complex and related services, initiatives, projects to maximize overall benefit and alignment to strategic program objectives.

Oversee ongoing operations of assigned service areas by:
Serving as the lead to build and manage operational relationships;
developing an expert knowledge about what and how services are delivered to patients on a day-to-day basis;
monitoring data to optimize efficiency, effectiveness and appropriate utilization;
actively leading in service area planning;
providing proactive and clear direction over operational initiatives and projects within assigned service areas;
providing SME knowledge in the development and management of budgets and contracts;
proactively assessing and mitigating risk to service delivery;
coordinating with other departments to remain informed about revenue cycle for relevant services.

Identifying opportunities to improve service delivery value relative to quality, cost and experience.
- Identify opportunities for coordination across and interdependencies within initiatives and service areas and effectively deploy change management techniques to improve program outcomes.
-Develop and manage standardized reporting plan to communicate and act on outputs, outcomes and achievement toward overall service area, clinic site, and/or objectives.

Monitor and analyze financial and budgetary performance including explanation and justification of actual vs. budget variance, cost of services, and oversee initiation of capital requests and new programs; develop and oversee contracts specific to areas of oversight.
Perform other duties as assigned.

Knowledge, Skills and Abilities

Excellent project management skills with a demonstrated ability to implement large-scale and complex initiatives
- Demonstrated ability to develop and manage scope, schedule and budget at a program level using structured project management processes, tools and techniques
- Highly capable of identifying linkages across service lines and projects, aligning deliverables to broader operational goals
- Demonstrated ability to make strategic operational decisions with minimal supervision, escalating issues and risks as needed to ensure program remains aligned to strategic objectives
- Excellent ability to develop measurement plans, monitor service line, program and project progress, and report key findings to stakeholders in a structured and standardized manner, identifying risk points and proposing solutions
- Ability to develop credibility, establish rapport and maintain communication with stakeholders at multiple levels, including those external to the organization
- Demonstrated ability to work across internal departments, develop and maintain external relationships, and influence others to generate results without direct reporting relationships
- Demonstrated ability to develop executive level reports and succinct but informative presentations
- Performing complex operations in Microsoft Office SuiteEssential

Qualifications:

Minimum Education: Bachelor's Degree

Minimum Experience:

5 years of related work experience with a Bachelors degree or
3 years of related work experience with a Masters degree, and Required and Demonstrated work experience managing clinical projects and/or clinical operations.
