General Overview of Position:


Under the direction of the Superintendent, this position may be responsible for the daily administration, coordination, and supervision of all operations in the construction, maintenance, and repair of municipal streets, parks, and other infrastructure and facilities, including waste, recycling, and yard waste collection.

The incumbent enforces City rules and standards and performs extensive administrative duties. Responsibilities include monitoring all work in progress. Work is reviewed through observation, conferences, and electronic reports for results obtained. The employee in this class may assume the responsibility of the Division Superintendent in his/her absence

Example of Duties & Responsibilities:

  • Prepares daily work schedules; plans work procedures; assigns personnel; oversees supervision of work; maintains electronic records of activities and personnel; coordinates or prepares division payroll.
  • Determines equipment and material needs; prepares reports, specifications, and other documents as needed; investigates for needed repairs and makes recommendations.
  • Prepares reports, letters, procedures, spreadsheets, and other documents as required.
  • Assists in division budget preparation.
  • Oversees the efficiency, production, safety, and work habits of departmental employees; provides technical assistance and training in use of procedures and equipment.
  • Performs and directs manual labor.
  • Assigns and supervises snow/ice removal and control operations.
  • Effectively supervises and recommends the hiring, discharge, assignment, evaluation, discipline, and adjustment of grievances of subordinate department employees.
  • Participates in the digital hiring process of full time and seasonal staff.
  • Responds to inquiries and resolves complaints.
  • Receives emergency calls during nonduty hours and is responsible for assigning crews to complete emergency repairs.
  • Ensures that vehicles are properly operated and inspected and that periodic maintenance is performed.
  • Trains and evaluates staff and provides for continuing development and training.
  • Prepares cost analyses for special projects; determines purchases needed for regular and special projects.
  • Conducts employee evaluations and performance counseling.
  • Carries cell phone and responds to calls as required by the Division Superintendent.
  • Responsible to be on call for a week at a time on a rotational basis
  • Responsible for oversight of the annual budget
  • Performs other related duties as required or assigned.

Requirements:

Required Training and Experience:

  • Must have a high school diploma or GED; advanced course work in engineering, construction management, or a closely related field desired.
  • Must have a minimum of three (3) years experience in the construction and maintenance of infrastructure such as streets, parks, waste collection or other public utilities/services, including at least one (1) year experience in a supervisory capacity.

Required Knowledge, Abilities, and Skills:

  • Knowledge of construction and maintenance principles and practices for streets, grounds, and building facilities.
  • Knowledge of the principles and practices of supervision and management.
  • Knowledge of occupational safety rules and practices.
  • Knowledge of manual on uniform traffic control devices (MUTCD).
  • Knowledge of tools and equipment needed to perform public works construction, maintenance and repair.
  • Ability to supervise subordinates and to instruct them in the safety rules and practices of the work, and in the use of the tools and equipment of the job.
  • Ability to communicate effectively, orally and in writing.
  • Ability to work effectively with employees and the public.
  • Ability to make cost estimates for project needs including equipment and materials.
  • Ability to electronically plan and schedule work projects and personnel, write reports, and maintain digital records and files.
  • Ability to perform manual labor in all weather conditions.
  • Skill in operating a variety of tools and equipment used in public work construction and maintenance.
  • Ability to handle reasonably necessary stress.
  • Ability to operate computers, tablets, smartphones, and similar devices.
  • Ability to multitask overseeing many operations at the same time.

Physical Requirements:

  • Task involves frequent walking; standing; some lifting and carrying objects of moderate weight pounds); and/or the operation of vehicles, office, shop keyboard, or hand tools in which manipulative skills and handeye coordination are important ingredients of safe and/or productive operations.
