Overview

Construction Manager-FP conducts construction inspections to ensure conformance to design specifications and building codes and generating reports. Reviews shop drawings and submittals and providing the COTR with a recommendation for approval/disapproval and notifies the Government in writing of non-compliant safety hazards and recommended corrective actions. The Construction Manager-FP verifies completion of corrections and actions identified and attends project meetings. This shall not change the project scope, cost, duration, schedule, nor obligate the Government in any fashion. The Construction Manager-FP manages project design and/or construction efforts, to include schedule, funding, and day-to-day project oversight. This includes managing and evaluating construction contractor performance. The Construction Manager-FP will integrate and coordinate projects with field personnel. Evaluate, validate, and manage project change requests. Provide official weekly project status reports. The Construction Manager-FP will prepare and distribute project communication with customers, management, integrated project teams, and stakeholders. The Construction Manager-FP will assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration. The Construction Manager-FP will assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR and provide invoice supporting information to the COTR for payment.

 

The Construction Manager-FP will prepare and monitor project schedules and budgets; provide technical guidance and assistance on contracting and construction-related issues; direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on maintenance programs. This will include optimizing performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements. The Construction Manager-FP will conduct design reviews with the customer, ensure timely input of all data, comments, and documentation into MAXIMO software project management tool. This requirement applies to all projects, work orders, and tasks across the project lifecycle. The Construction Manager-FP will ensure integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbing. This includes the preparation of Contractor Performance Report (CPR) upon contract.

 

For consideration, this position requires U.S. Citizenship, an active Top-Secret clearance and a full-scope polygraph.

Qualifications

  • Minimum Qualifications
    • Bachelor’s degree in any field; high school, vocational school, or trade school diploma and five (5) years’ work experience in a similar field may be substituted for degree requirement
  • Certifications
    • Must have Valid U.S. Driver’s License and be able to obtain an International Driver’s License
    • Must have a valid U.S. Passport
    • Be licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van).
    • Pass customer specific training and certifications.
    • Project Management Professional (PMP) desired.
    • Professional Engineer (PE) certification desired.
    • Travel: Must be worldwide deployable, often to remote, austere permissive and non-permissive environments.
    • Clearance: Must have an current, adjudicated, and active TS/SCI security clearance with Full Scope Polygraph. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
  • Experience
    • Five (5) years' of experience in construction management
    • Experience applying building codes and Americans with Disabilities Act (ADA) requirements.
    • One (1) year of OCONUS experience with local contractors and labor forces (may be cumulative over several projects/deployments)
    • Six (6) months of experience working in a Government-designated war zone (may be cumulative over several projects/deployments)
    • Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePoint
    • Knowledge of sound program management techniques
  • Skills/Abilities
    • Operate MS Project or other PM software such as MAXIMO
