The Director of Applications is a senior leadership position reporting directly to the Vice President and Chief Information Officer (CIO). This role is pivotal in guiding the organization through modernization and transformation initiatives to shape MITRE's future enterprise application landscape. The Director will be responsible for strategic planning, development, implementation, maintenance, and support of enterprise applications. This role is part of the CIO leadership team and will collaborate closely with functional stakeholders to ensure alignment between business strategic goals and the enterprise application strategy. This role demands a highly innovative and collaborative approach, requiring an experienced IT leader adept at navigating various organizational stakeholders. The role requires leadership skills to transform and modernize service delivery within IT through agile execution.

The ideal candidate will bring a wealth of knowledge and a proven track record of delivering enterprise scale platforms and tools to a diverse population. This role requires a technologist who possesses extensive functional domain expertise, executive stakeholder relationship management skills, industry knowledge, execution excellence, a delivery mindset, a commitment to continuous improvement and efficiency, and exceptional IT team leadership and communication skills. The Director will develop a comprehensive multi-year roadmap that outlines the vision for modernizing the technology landscape, prioritizes business needs, and simplifies technical complexity. The Director is responsible for the day-to-day operations of the team from development through implementation and support, ensuring the quality of service for large-scale enterprise applications.

Roles and Responsibilities:

  • Define the technical roadmap for enterprise applications, including cloud modernization and IT transformation, to enhance operational efficiency and business agility.

  • Develop and implement comprehensive hybrid on-prem and multi-cloud strategy and architecture to support IT modernization and the evolving needs of our work programs.

  • Define the technical approach for Azure and AWS cloud application development and deployment strategies aligned with the organization's digital modernization and transformation goals and business operations.

  • Oversee the management of our enterprise applications portfolio, ensuring it meets current and future business requirements. Evaluate and prioritize objectives based on strategic alignment, return on investment, and risk. Conduct ongoing analyses for buy-build-customization decisions for current and future portfolio components. Identify opportunities for system modernization, integration, automation, and rationalization.

  • Work closely with business stakeholders to understand their needs and challenges, developing solutions that enhance the organization's customer engagement and core business operations.

  • Develop and implement a cloud migration strategy to ensure minimal disruption while maintaining data integrity and security.

  • Apply advanced skills in strategic planning, operations management, and critical facilitation for overall IT success.

  • Lead a team of over 150 highly skilled IT professionals, fostering a culture of collaboration, innovation, and continuous learning.

  • Establish and maintain strong relationships with key vendors and partners. Develop a nuanced understanding of strategic vendors' roadmaps to support the company’s business objectives.

  • Deliver a portfolio of applications that modernizes our technical landscape and ensures alignment with business needs.

  • Ensure the reliability, availability, performance, and security of our enterprise applications. Implement best practices for application lifecycle management, including development, deployment, maintenance, and support.

  • Identify areas for improvement and coordinate resources to address gaps and vulnerabilities in enterprise applications.

  • Oversee the management of our modern workplace and collaboration solutions to ensure a seamless experience for in person and virtual meetings.

  • Oversee the enterprise service desk operations to provide end user support for our employees with all IT related issues ensuring excellent customer support and resolution.

  • Promote collaboration, drive strong team cohesion, and ensure high performance through effective leadership.

  • Lead large-scale enterprise software and system development activities.

  • Balance competing priorities and trade-offs between short- and long-term solutions to meet organizational demands.

  • Foster an inclusive workplace that promotes the development of others and facilitates collaboration and teamwork.

  • Provide sound fiscal management, including budget oversight for proper staffing and expenditures.

  • Ensure high-quality service delivery and superior customer service.

Minimum Qualifications:

  • Requires a minimum of 15 years of related experience with a bachelor’s degree within Information Technology, Computer Science, or a related field; or 12 years and a master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.

  • Proven experience in a senior leadership role within a global Enterprise-IT environment, with a track record of successful application strategy development and execution for projects that improve efficiency and save costs.

  • Extensive knowledge and experience in application development, business process transformation, cloud modernization, data migration, and digital transformation.

  • Successful track record with enterprise application deployment & support, enterprise application integration, and enterprise IT transformation.

  • A thoughtful leader with a history of earning and maintaining trust and respect from key stakeholders, while effectively influencing decision making within the organization.

  • Proven expertise managing M365, Azure, and AWS cloud-based organizations, with a deep understanding of Azure and AWS services, architecture, and best practices.

  • Proficient in knowledge and information management, organizational leadership, and organizational transformation. Demonstrated ability to lead diverse teams and foster a culture of collaboration and innovation.

  • Excellent communication skills, with the ability to engage effectively with stakeholders at all levels within the organization, and to articulate complex technical concepts in a clear and concise manner.

  • Ability to assess financial tradeoffs with technical architecture decisions associated with cloud deployments.

  • Strong business acumen to include the ability to manage human, financial, and information resources strategically.

  • Proven people leadership skills such as the ability to lead others towards meeting the sector's vision, mission, and goals.

  • Azure certifications such as Microsoft Certified: Azure Solutions Architect Expert or Azure Administrator Associate would be highly desirable.

  • Active Secret Clearance with the ability to obtain and maintain a Top Secret security clearance.
