Department Summary:

Do you have a Cyber Warfare Operations background or Cyber/ Digital Network Exploitation Analyst and an interest in Operational Technology (OT) or Control Systems? Have you learned about or worked with OT/Control Systems and have an interest in supporting a Deterrence mission set? The Cyber Physical Deterrence Technologies (L543) department is focused on capabilities and technologies designed to deter our adversaries from holding our infrastructure at risk. This includes technical deterrence capabilities such as forensics and attribution, device countermeasures, adversary emulation, and deception capabilities. Policy-based capabilities also play a critical role in the execution of the deterrence mission. Development of normative behaviors and well-defined coordinated response options, for example, are achieved by reducing the ambiguity surrounding cybersecurity capabilities possessed, and the consequences for leveraging these capabilities against global infrastructure. L543 examines both domestic and foreign control systems and weapons systems technologies for hardware and software weaknesses. CIPIC views deterrence as a capability achieved in a coordinated fashion using both technical and non-technical means; the Policy Support core LOE is heavily engaged by L543.

Roles and Responsibilities:

The Department is currently seeking an early-career cyber security and intelligence professionals to contribute individual technical expertise and support to a diverse and growing work program in support of critical infrastructure. The Senior Cybersecurity Engineer will play a pivotal role in leading research efforts, developing cybersecurity strategies, and defending critical infrastructure. The ideal candidate will have a strong background in threat hunting, network analysis, and cyber defense, with a proven track record of success in the intelligence community.

Responsibilities include to:

  • Assess current security stack of large critical infrastructure cybersecurity operations centers and propose solutions to identified gaps.
  • Develop methodologies to test the suitability of OT/ICS defensive measures, including creating adversary emulation of critical infrastructure components.
  • Analyze common TTPs of threat actors targeting critical infrastructure.
  • Assist with creating cybersecurity framework profiles for critical infrastructure sectors.
  • Evaluate existing methodologies and develop recommendations for improved processes, tools, analytics, and infrastructure;
  • Support intelligence collection operations by partnering closely with Sponsor leaders to apply human and technological capabilities that enable successful operational/mission outcomes;
  • Convey technical, analytic, and organizational findings, recommendations, and approaches to diverse project teams.

Minimum Qualifications:

  • Top Secret clearance required.
  • Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD without experience; or equivalent combination of related education and work experience. Ability to work with others to solve challenging technical problems.
  • Ability to think critically, work in group settings, and be proactive in pursuing research and problem solving.
  • Familiarity with or strong interest in core cybersecurity principals, policies, and standards.
  • Interest or experience in operational technology, space, or weapon system cybersecurity.
  • Experience with analyzing raw threat intelligence from one or more collection disciplines (ex. SIGINT, HUMINT, GEOINT, etc.) in support to operations and/or analysis.
  • This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

  • Ability to obtain and maintain a TS/SCI level security clearance, including polygraph.
  • Familiarity with broad intelligence community, or familiarity with control systems in a critical infrastructure environment (manufacturing, power plant, water/wastewater, or equivalent) with awareness of OT, ICS, SCADA, PLCs, DCS, IEDs, Industrial Firewalls, or DCS and related hardware and software.
  • Familiarity with top tier nation-station adversary threat groups targeting operational technology in critical infrastructure, space, or weapon systems.
  • Familiarity with cyber deception techniques and/or systems.
