Vaco is hiring for a Regional HR Manager in the Greater Chicago, IL area.  This is a direct hire opportunity.  About 40% travel, when not traveling this position is remote.

Summary/Objective
The Regional HR Manager is responsible for overseeing all human resources functions within the region, including rail recruiting, onboarding new locations and employee orientation, managing agency temp services, ensuring compliance with eRail certifications, overseeing payroll processing and management of the flex board, and maintaining relationships with union representatives. This role requires strong leadership, strategic planning, and a deep understanding of HR processes to support business operations effectively. The Regional HR Manager will build strong relationships with leadership while balancing employee advocacy and engagement.

Essential Functions 
  • Lead all recruiting efforts for rail operations within the region, ensuring the attraction and retention of top talent.
  • Oversee the onboarding process for new locations, ensuring smooth integration of new employees and compliance with company policies and procedures.
  • Manage relationships with agency temp services, ensuring that staffing needs are met in a timely and cost-effective manner.
  • Maintain effective relationships with union business agents, ensuring smooth communication and resolution of labor-related issues.
  • Process union dues and medical payments, ensuring accuracy and compliance with union agreements.
  • Ensure all employees maintain required eRail certifications, coordinating training and certification renewals as necessary.
  • Oversee payroll processing for the region, ensuring accuracy and compliance with all legal and company requirements.
  • Manage the flex board to ensure optimal staffing levels and flexibility in meeting operational needs.
  • Conduct quarterly site visits to ensure HR practices are being implemented effectively and to provide support to local management teams.
  • Maintain/update employee data in HRIS.
  • Coordinate rail recruiting process; attend job fairs.
  • Coordinate onboarding activities such as post offer employment drug screenings and background checks, adhering to company policies and best practices.
  • Actively participate and be the first line of contact for all rail site HR, benefit, and wellness activities including but not limited to new hire eligibility, open enrollment, life events, and general questions.
  • Be the first line of contact with unions for all rail sites.
  • Maintain compliance with established procedures for the employment lifecycle including recruiting, onboarding, training, LOAs, terminations, retirements.
  • Create/distribute reports from HRIS for leadership.
  • Coordinate Workers’ Compensation claims and reporting in a timely manner.
  • Collaborate with local leadership to ensure HR is taking a proactive approach and fostering strong, trustworthy relationships with leadership and employees.
  • Ensure compliance with company policies and procedures and legal responsibilities.
  • Ensure compliance with federal, state, and local employment laws.
  • Participate in Corporate HR projects.
  • Be a trustworthy advocate for employees.

Work Environment 
This role involves working in a variety of environments, including office settings, rail terminals, and other operational locations. The position may require exposure to outdoor conditions during site visits.

Position Type/Expected Hours of Work 
This is a full-time position, with standard hours of 8 hours per day, Monday through Friday. Occasional overtime may be required to meet business needs.

Travel 
Up to 40% travel is required, including quarterly site visits and onboarding new locations or new site locations.

Required Education and Experience
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of five years of experience in HR management, preferably in the transportation or logistics industry.
3-5 years of experience working with unions, including handling labor relations, union dues processing, and compliance.

Preferred Education and Experience
Master’s degree in Human Resources, Business Administration, or a related field.
Experience in rail operations or a similar industry.
HR certification (e.g., SHRM-CP, PHR) is a plus.

Computer Operations
Proficiency in HR software, payroll systems, (UKG) and Microsoft Office Suite (Word, Excel, PowerPoint).

Work Authorization/Security Clearance 
Must be able to obtain a TWIC badge (Transportation Working Identification Card) and erail safe certification.
