Job Summary

This position supports the development and delivery of workforce training or community education courses, events and customized contract training. The Program Manager helps ensure the workforce development needs of the region are being supported and division revenue goals are met. Courses may be developed by other providers, by the college, by the instructors or by others. Program Managers ensure that all elements of a quality course are executed with accuracy and are documented. Program Managers interface with industry and the community to define and deliver desired training, certifications or education.

This position has been identified as being capable of performing job duties in a hybrid work setting. (Hybrid refers to a blend of work performed at a CEI facility and remotely during any given work week.)

Typical Job Functions

Responsible for areas of program delivery as defined annuallyResponsible for delivering high quality non-credit training and education for our studentsAs appropriate, create apprenticeships, internships, job experiences, and other mechanisms for transitioning to workAssist with making the classes easily accessible to studentsResponsible for the daily management of course delivery in defined areas for the WTCE Division Plans schedule and prepare courses for Workforce Training DivisionManage and direct non-credit instructors and support staffRecruit, hire, train, supervise, and manage the performance of instructors in these courses under direction of division leadershipAdministers budget, including tracking and reporting expenditures and monitoring throughout the fiscal year to ensure the financial success of programsCollaborate with the CTE and General Education divisions to support program development, as well as bridging non-credit students into apprenticeships and/or credit programsResearch, design, develop, and implement current and future industry-relevant coursesAssess educational needs and workforce trends through community engagement and researchInitiate and conduct bi-annual advisory board meetings for defined areas as well as regular meetings with key industry partnersCultivate new industry partnersIdentify and anticipate employment trends/shiftsDesign and lead implementation of programs that provide the necessary skills students need to fill these positionsWork with operations and marketing staff on the development, implementation, and maintenance of marketing materials and promotion plans for courses and events, including social media platformsMaintain an efficient, proactive, customer-focused attitude and is committed to results and continual quality improvementParticipate on committees or boards, and attend appropriate regional and state meetings as necessary to stay current on trade and industry issues, requirements, and educational needsCollaborate with other WTCE functional areas to ensure seamless and superior services to all clientsFollow all College policies and protocolsImplement continuous improvementAvailable to work a flexible schedule as needed, including some evenings and weekendsMaintain a positive, helpful, constructive attitude and work relationship with the supervisor, college staff, students, and the communityPerform other job related duties as assignedMinimum Qualifications

Previous experience as a Career & Technical Education secondary or post-secondary instructor, management of a trades & industry training or education program, or corporate trainer/coordinator

Certifications in program area of emphasisDemonstrated project management and/or event coordination skills (e.g. Construction and/or subcontractor management, conference facilitation, corporate training event planning)Ability to speak knowledgeably and with authority on a variety of technical skills and industry segmentsExperience with databases, training tracking, CRM or learning management systemsEmployee management experienceEfficiency, accuracy, and attention to detailWell-organized and detail-oriented with the ability to multitaskAbility to work in a fast-paced, diverse, community environment and switch tasks oftenBilingual (Spanish)

Physical Demands and Work Environment:

Sitting, standing, walking, keyboarding, reaching overhead, pushing, pulling, lifting, carrying, gross manipulations (involves hands) and standing or sitting (combination). Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes.

On-site work is essential and regular predictable attendance is required.
