This Personnel Security Specialist position is with the Office of Profession Responsibility (OPR), Security Operations Directorate, in the Security Management Division for the CBP Badge and Credentialing Office located in Glynco, GA; OPR is a component of U.S. Customs and Border Protection (CBP).

ELIGIBILITY: This position is open to Veterans eligible under VEOA; current federal employees with competitive status; current and former employees covered by an OPM Interchange Agreement; current and former Land Management employees who meet the Land Management Workforce Flexibility Act; current and former federal employees with reinstatement eligibility.

The Security Specialist (Badge and Credentials) is responsible for establishing policy, uniform protocols, and providing guidance to all CBP employees regarding the issuance, use, display, control, accountability, return, preservation, retirement and destruction of all CBP Law Enforcement Officer badges and credentials. Duties and responsibilities include:

  • Assisting with conducting employee vetting to process and issue CBP official badges and credentials to qualified CBP employees.

  • Helping to maintain accountability and security over the materials and systems that produce, store, secure, and issue badges and credentials.

  • Conducting initial analyses of various types of CBP badge and credential issuance and inventory data; developing analytical reports, findings, briefings, spreadsheets, and databases for direct presentation to and use by CBP management as required.

  • Working with higher graded individuals to help ensure appropriate badging credentials are issued, accounted for, and revoked as appropriate for all CBP employees.

  • Supporting customer service for all current and former CBP personnel with daily receipt, review, handling, distribution, and response to inquiries and requests.

  • Assisting to identify potential applicability and impact of new and proposed legislation, executive orders, DHS directives, and other agency decisions on respective headquarters and field office operations, managerial programs, and requirements.

Salary and Benefits

This position starts at a salary of $72,553.00 (GS-11, Step 1) to $113,047.00 (GS-12, Step 10). Employees receive the full package of federal employment benefits that include health and insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, a retirement plan akin to a traditional 401(k) offering.

Qualifications

This position will be filled at either the GS-11 or GS-12 grade level, depending upon the level of qualifications of the applicants.

You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Maintaining accountability and security over materials and systems that produce, store, secure, and issue badges and credentials.

  • Applying appropriate laws, regulations, and policies for the issuance, use, display, control, accountability, return, and destruction of law enforcement badges and credentials.

  • Collaborating with peers, leadership, and external partners to accomplish mission, goals, and objectives.

Education Substitution: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-11.

You qualify for the GS12 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Managing the security principles, practices, and techniques for the purpose of vetting employees for badging and protecting information systems.

  • Using automated systems such as the Joint Integrity Case Management System (JICMS) or equivalent for checking, analyzing, and vetting application, issuance, control, accountability, and official use of law enforcement badges and credentials.

  • Using sophisticated automation systems such as the Firearms, Armor, and Credentials Tracking System (FACTS) or equivalent for analysis and vetting of law enforcement badges and credentials.

Education Substitution: Education substitution is not available at the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process.

  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/26/2024.
