JOB SUMMARY: This position is part of the Southeastern Power Administration. As a Public Utilities Specialist, you will collect and review data for the preparation of repayment studies and other compilation and analysis required in the development of wholesale power rate formulation for the hydroelectric power generation systems. This is not a remote position. The selectee will be required to be physically present at the Elberton, GA duty location. MAJOR DUTIES: As a Public Utilities Specialist at the full performance level, you will: Collect and review data to prepare repayment schedules to assure that the Federal investment, together with annual production and marketing expenses properly chargeable to the power function, is repaid over a reasonable period of time. Utilize SEPA policies to analyze a wide variety of problems associated with repayment of Federal investment and works with others to problem solve. Serve as a team member within the Rates and Repayment area. Responsible for cooperating and contributing fully the team by sharing knowledge and expertise. Participate in meetings and discussions relating to their assigned work and establish effective working relationships with other associates to assure that the overall mission, goals, and objectives of the organization are met. Develop written documents and exhibits in support of rate filings with the Federal Energy Regulatory Commission (FERC), the related rate schedules and for inclusion in the environmental impact statements and other documents or correspondence. Prepare analyses of cost allocation studies to determine the portion of total project costs assigned to power and resolves or assists in the resolution of technical problems with other Federal agencies in the determination of final cost allocations with general guidance.
