BASIC PURPOSE:

As a Resident Engineer, provides supervision of inspection and administration for construction and/or rehabilitation improvements of Waterworks and Wastewater facilities and infrastructure.

SUPERVISION RECEIVED:

Works under the general supervision of the Construction Coordinator.

SUPERVISION EXERCISED:

Exercises close supervision over a small staff of field employees including inspectors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Acts as resident engineer on construction projects. Monitors and documents contractor compliance with construction documents, MWRA procedures and policies, regulatory requirements, and applicable engineering standards.
  • Maintains field project files for each construction contract. All project documentation is complete, up-to-date, and in accordance with MWRA policies and procedures.
  • Keeps a daily diary for each construction contract, recording contractual work related to the project, weather conditions, and list of visitors, change orders and claims in accordance with MWRA procedures.
  • Maintains quantity control ledgers to substantiate partial and final pay estimates submitted by contractors. Reviews contractor pay estimates, and final payment and construction closeout documents in a timely manner. Prepares accurate redlined drawings for record drawings.
  • Coordinates contractor activities; assists in change order process; reviews contractor schedules and provides monthly progress report; schedules and documents meetings; verifies and documents contractor compliance with permits, labor standards, and grant conditions.
  • Provides technical assistance to field staff to ensure compliance with construction documents, MWRA work procedures, and assists with performance appraisals.
  • Participates in preparation and maintenance of line drawings and sketches, documenting actual construction work.
  • Works with design team to ensure that engineering document/construction contract issues are reviewed for constructability and maintainability at the 30, 60, and 90 percent design submittals.

SECONDARY DUTIES:

  • Assists in the resolution of difficult administrative and engineering problems, and supervises material quantities and project costs.
  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A Bachelor's degree in civil engineering or related engineering field; and
  • Five (5) years civil engineering experience required; and
  • Two (2) years of supervisory or project management experience on construction projects or ability to complete the MWRA Supervisory development program within 6 months; or
  • Any equivalent combination of education or experience.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of principles and practices of engineering.
  • Understanding of issues related to design, construction and operation of waterworks or wastewater systems and facilities.
  • Demonstrated verbal and written communication skills.
  • Demonstrated ability to work effectively as part of a project team and also to function independently with minimal supervision.
  • Knowledge of Massachusetts Laws including MGL Chapter 30 and Chapter 149 construction regulations.
  • Familiarity with computer software packages such as Word and Excel.

SPECIAL REQUIREMENTS:

A valid Class D Motor Vehicle Operator's license.

Successful completion of MWRA Supervisory Development Program within 6 months of hire if candidate has less than 2 years of supervisory or project management experience.

Successful completion of MWRA training program on Construction Management (when available).

TOOLS AND EQUIPMENT USED:

Office machines as normally associated with the use of telephone, personal computer including word processing and other software, copy and machines.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee at times works near moving mechanical parts, and is at times exposed to wet and/or humid conditions and vibration. The employee occasionally works in high precarious places and is at times exposed to fumes or airborne particles, extreme heat or extreme cold, and the risk of electrical shock. The noise level in the work environment is usually loud in a field setting and moderately quiet in an office setting.
