Under the supervision of the Executive Director, the Deputy Director, Finance provides regional leadership and management necessary to ensure that the Salt Lake City and Missoula (offices) have the appropriate financial infrastructure and systems in place to support the strategic vision and mission of the offices and the wider organization. The Financial Director (FD) contributes to the development of RAI program strategic and operational plans and is accountable for ensuring and monitoring delivery against financial plans through targeted and comprehensive financial analytical review. The FD is responsible for overseeing the financial and accounting management of the offices. Emphasis will be placed on maintaining financial management practices and systems that are compliant with US and state laws and donor and organizational requirements.

The FD is part of the senior leadership team for the office and is expected to contribute to setting the strategic direction and problem solving through the FD areas of professional expertise. This position is also expected to contribute beyond the local office to influence best practice in the FD areas of expertise throughout the IRC. The FD has responsibility for all aspects of strategic and operational finance across the offices, acting as the principal finance business partner to the Executive Director, as well as conforming to IRCs financial control environment and CFO standards and objectives.

Major Responsibilities:

Strategic Planning & Analysis:

  • Provide financial information to support the Executive Director and Salt Lake City and Missoula leadership team in making business decisions in line with IRC, Regional, and offices' program strategies.
  • Continuously analyze the overall financial health of the offices and inform the Executive Director of potential risks and priorities to address.
  • Compile and provide feedback on annual operating and grant budgets across offices to create regional budgets and ensure financial health across the region.
  • Conduct periodic support visits to provide direct support and engage with office-level staff in the offices.
  • Respond to ad hoc requests made by the Executive Director, RAI regional and/or HQ management, or individual offices.
  • Proactively identify potential risks and develop mitigation strategies in conjunction with the Executive Director.
  • Contribute to each program's annual strategic planning efforts through developing and maintaining program-specific budgets and FTE allocations.

Financial Controllership:

  • Ensure that all assigned offices' financial practices are in line with IRC and donor policies.
  • In collaboration with the Executive Director establish finance and supporting function policies, systems and procedures, and direct or perform their development, documentation, and implementation in the office.
  • Establish finance procedures to supplement global policies as needed.
  • Closely monitor financial activities and advise the Executive Director on the financial performance of the office, issues with internal controls or financial management.
  • Monitor office disbursements, all financial activities and fiscal reporting to ensure proper allocation of funding sources and compliance with donor requirements, limitations, and IRC control policies.
  • Monitor office banking transactions and agreements.
  • Oversight of the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by New York (HQ) and donors.
  • Provide oversight and ensure the accuracy of all transactional accounting activities in preparation for finalizing monthly, quarterly, and annual closing benchmarks.
  • Safeguard the organization's assets by implementing IRC's Internal Control procedures.
  • Facilitate internal, external, donor and government audits.
  • Serve as the principal liaison with IRC HQ on all finance, accounting, grant budget management, and cash management.
  • Guide Internal/External Audit closure and corrective action plan development and tracking.
  • Attends audit opening and exit meetings for audits conducted in region.
  • Reconcile regional office's database against HQ's database on a monthly basis and investigate and resolve difference in coordination with the Regional Deputy Director of Finance, Pacific West.

Reporting, Budgets, and Forecasting:

  • Administer and oversee the offices' budget(s) and budgeting processes, reporting and contract/grant compliance in the financial area; follow IRC's accounting policies vis-a-vis fund accounting as noted in IRC's finance manual and generally accepted accounting principles.
  • Perform the final review of grant proposal budgets; support programs with guidance on costing and inputs in creating budgets for submission; provide solutions to budget challenges and strategically utilize financial expertise to ensure maximum leverage of available funds.
  • Supervise the collection of contractual and other receivables.
  • Prepare and maintain the offices' annual operating budget; ensure cost coverage for offices' operating costs and update the operating budget as needed.
  • Prepare, present, and facilitate the review of actual to budget expenditures with office leadership

Training & Staff Management:

  • Establish finance department roles and responsibilities org chart; ensure staff job descriptions are current; recruit, train, empower, and delegate to qualified staff to perform finance functions.
  • Oversee finance training and technical support to non-finance staff for skills improvement in the areas of accounting, reporting, and internal control.
  • Supervise the finance team and support their professional growth through effective performance management and development planning.
  • Utilize IRC's People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support.
  • Cultivate an environment of teamwork through regular program meetings and on-going training.
  • Conduct mid-year and annual performance management evaluations.

Leadership:

  • Represent IRC with partner organizations, funders, and other community stakeholders.
  • In conjunction with other Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Seattle Strategic Action Plan.
  • Act as a member of IRC Salt Lake City and Missoula Senior Management and Leadership Teams.
  • Work with IRC Salt Lake City and Missoula Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new partnerships and community and client engagement.
  • Participate in all staff meetings, staff development activities, and fully engage as a member of the IRC Salt Lake City and Missoula team.
  • Comply with all policies, procedures, and protocols of the agency.
  • Other duties as assigned by the IRC Executive Director

Job Requirements:

  • Undergraduate degree required; Master's Degree in Finance, Accounting, Nonprofit Management or related field preferred.
  • A minimum of 8+ years of related professional experience in non-profit management, finance, or accounting; preferably in a grant-driven social services or non-profit environment.
  • 4+ years of official and direct staff supervision.
  • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting.
  • Previous work experience with a major general ledger software package - experience with MS D365 preferred.
  • Proven knowledge of US Government regulations is highly desirable.
  • Strong, demonstrated skill in US Government and private donor compliance.
  • Experience with change management and leading organization-wide operational improvements.
  • Excellent communication skills both written and verbal.
  • Good interpersonal and communication skills, conscientious, high degree of emotional intelligence and integrity.
  • Self-directed and thorough in working with procedures, data entry/record keeping.
  • Highly organized with the ability to work under pressure with deadlines.
  • Good organizational and project management skills.
  • Ability to effectively work in a multi-cultural work environment.
  • Ability to drive a vehicle; and must have valid driver license, proof of insurance and good driving record.

Working Environment:
