The Management Analyst performs the following major duties:

Financial Management

Conducts needs analyses to support Office of Global Operations (OGO) leadership in developing the office's annual appropriated budget. Monitors budget execution and ensures that control systems are set up to monitor accounts during the fiscal year.
Develops and maintains a tracking system for costs and requirements. Studies the impact of financial/budgetary and program changes and prepares analytical reports and recommendations for actions.
Manages OGO budget to ensure that OGO can controls expenditures. Provides guidance and advice to supervisor or other managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Develops strategies to plan for and implement financial policies, procedures, and management controls for the OGO program and its multi-year objectives.
Serves as office's approving official for all travel authorizations and vouchers and authorizes disbursement of funds in accordance with budget guidance.
Serves as coordinator and/or Contracting Officer's Representative (COR) for all major OGO procurement actions.

Workforce, Staffing Analysis and Management

Reviews the impact of changing program or policy requirements on staffing needs, makes analytical recommendations to OGO leadership, and coordinates with Office of Human Resources on priorities.
Performs analytical studies involving issues related to staffing and HR needs of OGO.
Reviews, analyzes, and interprets incoming human resources management requests and coordinates with stakeholders for required actions.
Serves as OGO liaison on workforce planning, classification, recruitment and staffing actions; staffing and succession plans; and controversial and/or sensitive Human Resources issues.
Conducts analysis to support and establish annual staffing plan for OGO. Conducts analyses of staff utilization and devises and implements strategies to ensure adherence to staff allocation. Advises management and administrative staff on efficient and effective utilization of allocated resources.

Administrative Management

Reviews and analyzes the acquisition, utilization, disposition, and accountability of resources consistent with office needs.
Provides management with accurate, timely, and meaningful financial reports, projections, and recommendations. Prepares financial projections and the fiscal year financial plan; manages budget accounts; and tracks funding sources.
Maintains data and/or databases to track administrative functions related to programs/activities, compiles historical records, and generates information to assist with resource management decisions.
Performs in-depth analyses in order to develop and interpret administrative procedures and policies for effective administration of OGO operations.

Special Projects

Manages data functions in OGO, initiates or responds to data calls, coordinates with various offices to collect information and develop analysis. Develops regular and recurring management reports in accordance with established timelines, and apprises office leadership of unique or noteworthy indicators. Creates new, and modifies existing reports, and completes other data requests on an as needed basis.
Serves as the primary data lead on requests for routine and unique data. Works within current systems to collect data, compile reports, and complete dashboards for reporting and use by various stakeholders. Coordinates with inter and intra office teams on data management and performs analyses.
Plans and conducts/leads special projects or studies that demonstrate an excellent grasp of agency program policies and priorities
