This person will support HHS (Health & Human Services) with large ongoing projects to implement, enhance, and maximize Oracle Federal Financial Applications, Hyperion, and Business Intelligence (OBI) across their entire department. This is a big opportunity to play a Functional SME role while also bringing extensive technical expertise in order to advise both technical and non-technical stakeholders on best practices, production support, integrations, and overall strategic vision for a massive Federal Agency. This is a hybrid position: must sit onsite 1-2x/week onsite in Washington, D.C. Only eligible for Permanent Status visas and unable to work with sponsorship visas. Requirements:
• 8+ years of technical experience supporting hands-on implementations/customizations of Oracle Federal Financial applications, Oracle Hyperion, and Oracle Business Intelligence (OBI)
• 2+ years’ experience supporting Oracle EBS implementation or migration to OCI/OCM (Oracle Cloud Infrastructure)
• 3+ years of functional/solutions consulting experience with architecture documentation, strategic planning, providing technical best practices, managing timelines and expectations, etc.
• Must be able to obtain a Public Trust clearance (successfully pass a thorough Government background screening process including fingerprinting)
• Excellent communication skills with ability to lead meetings with clients, provide subject matter expertise, and explain technical terms to non-technical audiences at all levels

Nice to have:
• Experience supporting HHS programs
• Public Trust or higher clearance level
• Federal Financial Management and/or Oracle Cloud certifications

Responsibilities:
• Technical oversight for Financial Systems infrastructure (e.g. Applications, database, network) IT Operation and Security Operations
• Review and provide feedback on system integrator Infrastructure Security and network deliverables
• Provide recommendation for new enhancements, designs and improve existing tech stack, policies, and procedures
• Review technical upgrade/changes proposal and provide independent assessment
• Assess existing processes and procedures and recommend changes to improve efficiencies, traceability, and transparency of IT Ops for management reporting (including cloud)
• Brings technical expertise to support maturation of Oracle cloud solutions
• Support DSOM strategic initiatives by providing feedback, recommendation, and technical feasibility
