Position Summary/Purpose of Position:
Reporting to the Director of the Office of Civil Rights & Sexual Misconduct, the incumbent is the university’s lead investigator in cases of complaints of discrimination involving employees, students, and persons who serve the University as its agents. In addition, the Senior EEO investigator will handle all discrimination cases involving university faculty members. The Senior EEO Investigator will be responsible for leading independent and unbiased investigations of complaints of discrimination and harassment in accordance with the University of Maryland Non-Discrimination Policy and Procedures. The Senior EEO Investigator has primary responsibility in managing the daily responsibilities associated with conducting the most complex and lengthy investigations involving multiple witnesses into EEO cases, and will work in close collaboration with other campus stakeholders. When a complaint is filed, this position will conduct a prompt and thorough investigation, which includes: completing initial intake; drafting a notice of investigation; identifying and interviewing witnesses; maintaining a thorough and well-documented investigative process by gathering and documenting relevant and evidentiary material; maintaining accurate and thorough records and notes of the investigatory process; maintaining timely communication with all parties and stakeholders; identifying other information that would be helpful in bringing the matter to a resolution; and the ability to provide sound technical and practical advice and guidance on EEO matters. The incumbent acts as an impartial party in the investigation, provides professionally written and comprehensive reports, summarizes the findings of the investigation, and provides recommendations, in accordance with EEO laws and regulations.

This position will be responsible for: developing an investigative plan for complaints and incident reports; contacting all involved parties and providing them with information about the investigatory process; protecting the integrity and privacy of the investigation at all stages; ensuring a well-documented investigation process; analyzing complex information and working with the appropriate university offices in the course of investigations; maintaining accurate and thorough investigatory files and reports; providing on-going updates to the Director; and continuously identifying and integrating best practices in the EEO investigation arena into the campus knowledge base and practice. The Senior EEO Investigator will function as a member of the Office of Civil Rights & Sexual Misconduct investigation team and will assist, as needed, with campus training, reporting, campus programming and outreach, campus committee representation and other duties as assigned.

Minimum Qualifications:
Education:
Bachelor’s degree required.

Experience:
A minimum of seven (7) years of experience conducting complex EEO investigations required.

Knowledge, Skills, and Abilities:
Demonstrated knowledge in applying and interpreting federal and state statutes and rules governing investigations.
Demonstrated expertise in applying equitable-related laws, regulations, statutes and policies including, but not limited to, Title VI, Title VII, and Title IX.
Expertise in conducting sensitive and confidential investigations; demonstrated skill in party and witness examination/interview and investigative techniques.
Expert knowledge of principles, practices and standards of EEOC regulations and guidelines.
Demonstrated skill in methods, techniques, procedures and practices in administrative and civil investigations.
Demonstrated ability to exercise high-level discretion and good judgment, and ability to quickly establish credibility with a broad range of constituents.
Skill in both verbal and written communications, including the ability to write complex and technical investigative reports.
Ability to handle potentially challenging, confidential, and sensitive situations.
Ability to utilize case management software to manage documentation.
Ability to work effectively both independently and collaboratively in a diverse, team-oriented environment.
Ability to deliver/facilitate educational and training workshops.
