Duties

As a Management and Program Analyst, you will:
Manage all aspects of the grantee payment and reporting system, ensuring compliance with applicable federal and agency policies. Analyze and interpret Federal grant rules and regulations, reviewing legislation, and conducting research of similar grant programs. Prepare statistical and summary reports to keep staff and grantees informed of the operational efficiency and effectiveness of the grants program. Support entire grant information lifecycle and develop new or modified grant processes for the grant lifecycle and system implementation. Plan and implement cost effective internal operating procedures.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

Applying laws, regulations, or policies to grant programs.

AND

Providing technical guidance to internal or external stakeholders on grant funds administration (Examples may include financial policies, procedures, statutes, and regulation)

AND

Performing or Monitoring grant funds payments lifecycle (Examples may include using electronic systems to obligate/deobligate grant funds; analyzing grant expenditure reports; and performing audits to ensure grantee financial accountability)

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-13, you must have been at the GS-12level for 52 weeks.
