Duties

Provides ongoing technical advice and recommendations to Agency officials, in coordination with Activity Managers and key internal stakeholders such as the Office of General Counsel and the Office of Acquisition and Assistance. Acts as a liaison to various offices. Researches and analyzes procurement policy or procedural question and provides advice on appropriate courses of action and procedural next steps as they apply to contract administration. Provides expert advice, guidance, and support to BHA in the design, implementation, management, and evaluation of new and existing humanitarian assistance acquisition awards while providing coordination of activity managers. Identifies and proposes solutions to acquisition management problems that are of major importance to the execution of BHA programming and resourcing. Observe, document and communicate contractor performance to the Contracting Officer, to include providing recommendations to the CO regarding complex issues. Ensure award compliance as a function of award administration.

United States Citizenship is required. Relevant experience (see Qualifications below). Must be able to obtain and maintain a security clearance. Males born after 12/31/1959 must be registered with the Selective Service. You may be required to serve a two-year probationary period if selected. Direct Deposit/Electronic Funds Transfer is required All candidates selected for these position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience:

GS-13: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:assisting in the management of complex awards, researching and developing strategies, plans, and program guidance in support of the execution and monitoring of awards, and being a technical liaison between Agency stakeholders and the contractor, to coordinate their efforts with regards to contract performance.

GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Qualifying specialized experience includes:serving as the primary technical point of contact for the management of large and complex awards, implementing strategies, plans, and program guidance in support of the execution and monitoring of awards, and being an expert technical liaison, serving in a decision making role between Agency stakeholders and the contractor, to coordinate their efforts with regards to programs, policies, and staffing approaches.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Make sure to document your experience thoroughly in your resume.

Selective Placement Factor:

This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.

Selective Placement Factor: experience in applying federal and intergovernmental policy & regulations as well as performing contract management oversight duties for a civilian-based international humanitarian assistance or development organization.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.

Education
