Duties

This Budget Analysis position is located Operations Support, Resource Management Office (RMO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Reviews, analyzes, edits, and consolidates budget submissions; coordinates with program offices to update Congressional Justification narratives and respond to questions-for-the record and review and prepare reports for budget briefings. Prepare financial status reports, analyze data, resolve discrepancies, develops trend analysis, identify cost savings and avoid violating the Anti-Deficiency Act. Presents budgetary information and strategies to program offices and senior officials, attend briefings to present and justify budget estimates and program resource requirements and prepare budgetary reports, utilizing Excel, PowerPoint, and other deliverables in preparation for budget briefings. Provides advice and guidance to mid-level program managers and Transportation Security Administration (TSA) internal and external representatives to resolve problems, provide status, and respond to inquiries and request. Evaluates the status of funds within the financial system to determine the effect on current and future financial plans and budgetary programs. Identifying efficiencies, cost savings and adjusting spending allocations and current operating plans to accomplish the total financial/budgetary program objectives.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Assisting with the examination of budget estimates and submissions in order to ensure conformance with regulations and guidelines established by the Office of Management and Budget (OMB); and Interpreting OMB and Congressional budget policies, procedures, regulations, and guidelines; and Identifying, and reporting to a senior analyst, a range of complex budgetary issues. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Examining budget estimates and submissions in order to ensure conformance with regulations and guidelines established by the Office of Management and Budget (OMB); and Applying and interpreting OMB and Congressional budget policies, procedures, regulations, and guidelines; and Identifying, analyzing, and resolving a range of highly complex budgetary issues. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
