Under the direction of the Director of Strategic Planning & Services, the Manager, Project Planning is responsible for the continuous management of a portfolio of closely related programs or initiatives that target Tribal specific objectives and priorities. This role directly oversees the Strategic Planning Team with ultimate accountability while executing the highest level of program management through direct communication and interaction with the Tribal Government Operation Department Leads. This role works closely with the Tribal Community Services Department Leadership in the development, approval, prioritization and execution of the Program roadmap. The Manager, Project Planning establishes and leads a high performing team, multidisciplinary resource teams and cross-functional stakeholders throughout the lifecycle of approved initiatives to ensure timely and accurate execution per sponsor expectations. This individual is also responsible for researching, evaluating, and reporting on the progress of all verticals within Tribal Community Services Department projects, initiatives, constituent-facing programs and operating budgets.Essential Duties & Responsibilities

1. Contributes to the development, approval, prioritization, and execution of the program roadmap. Ensures program initiatives are executed per approved prioritization and that program dependencies and constraints are understood, documented and managed.

2. Oversees and directly manages all Strategic Planning Team Members to establish standards and expectations for program management. Monitors and analyzes reports to ensure that, the Strategic Planning Team is empowered to align strategic priorities and operational excellence across all verticals.

3. Analyzes and interprets data of all verticals to confirm responses from the Tribal Community request are handled in an efficient and timely manner. Provides direction, training, and mentorship to supporting team members and others as it relates to program initiatives.

4. Responsible for continuous improvement by implementing best practices in efforts to improve operational efficiency and service excellence to the Tribal Community. Plans and schedules project timelines and milestones using appropriate tools. Defines project success criteria and disseminate them to involved parties throughout project life cycle.

5. Establishes and maintains stakeholder relationships across the enterprise and facilitates effective communication and collaboration. Establishes and manages multiple cross-functional projects throughout the lifecycle of each project within the program (Discovery, Initiation, Planning, Execution, Closeout). Ensures the impact of changes are well understood, documented, communicated and managed.

6. Establishes budgets and tracks/manages status of operating expenses through funding approval, PO commitment, invoice receipt and payment.  Communicates operating expense forecast and any variances across all three verticals within Tribal Community Services Department. Leverage reporting tools to develop effective and accurate program dashboards for communication to project teams and senior leadership.

7. Executes repeatable PMO Agile project methodology ensuring consistency across all projects executed within the program. Ensures variances to project schedule, scope and budget baselines are managed and approved through formal change control processes. Performs risk assessments, develops mitigation plans, and manages risks throughout project lifecycle.

8. Mentors project leads, but not limited to working directly with project sponsors and stakeholders on the development, documentation, and approval of formal business requirements to drive discovery and project execution requirements. Performs formal stakeholder analysis and develop resulting communication plans to drive effective communications to all necessary levels of the organization.

9. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.Education/Experience/Qualifications

  • Bachelor’s Degree in Business Administration or similar field is required.

  • Minimum five (5) years progressive project management and/or operational management experience to include a demonstrated track record of planning and execution of cross-enterprise initiatives required.

  • Minimum five (5) years direct supervisory experience is required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Project Management certification preferred.

  • Advanced proficiency in Microsoft Word, Excel, and Outlook is required.

  • Demonstrated knowledge and experience in requirements gathering and development.

  • Strong understanding of Lean Six Sigma.

  • Strong experience with project management tools or applications, case management systems and analytical reporting applications.

  • Strong technical verbal and written communication skills with the ability to simplify terminology that a non-technical end user and/or senior executive can understand.

  • Ability to create a positive and professional business relationship with internal and external clients as well as third-party service/product providers.

  • Ability to delegate, multi-task, lead and prioritize effectively in a dynamic, fast-paced environment with demonstrated organizational and time management skills.

  • Must maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.  Certificates/Licenses/Registrations

    • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
