As an Attorney Advisor, GS-0905-14, you will be responsible for:
• Serve as attorney advisor on cases pending before the judges or the Secretary, researching and conducting complex legal analysis, reviewing pleadings, drafting preliminary orders, and working with counsel to address procedural matters that arise. These matters may involve very large dollar amounts and concern critical Departmental programs.
• Serve as a hearing official on particular matters, issuing an Order Governing Proceedings, holding telephonic conferences with the parties, conducting legal research, and issuing an appropriate decision with a comprehensive analysis.
• Perform a variety of complex management tasks to assist in the running of an efficient and effective judicial office, assisting with improvement of office systems and processes, taking a leadership role in budget and acquisition matters, and assisting with external communications to the public.
• Review draft Department guidance documents and proposed regulations and provides substantive comments regarding legal and regulatory sufficiency and efficient administration.
• Perform a variety of duties relative to legal issues which are often factually complex or of such a novel nature where no clear precedents apply.

Relocation will not be paid. You may be subject to serve a one-year trial period. Males 18 and over must be registered with the Selective Service. Must complete a Background Investigation and Fingerprint check. Must be a US Citizen.

We will consider all qualifying experience, including any volunteer experience.
Conditions of Employment
TELEWORK ELIGIBILITY:
You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.
Qualifications
BASIC REQUIREMENTS:
Education: Applicants must have a first professional law degree (Juris Doctor (J.D.) or Bachelor of Laws (LL.B.)) obtained from a law school accredited by the American Bar Association at the time the degree was obtained.
AND
Licensure: Applicants must be an active member in good standing of the bar of a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Supporting documentation must be included with the application package.
AND
SPECIALIZED EXPERIENCE FOR GS-14 GRADE LEVEL:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
Experience communicating, orally and in writing, complicated legal rules, procedures, and matters in a way that is understandable to both attorneys and non-attorneys. Experience presenting legal advice, legal options, and their ramifications to Judges, senior attorneys, or other senior executives. Experience using research strategies and techniques sufficient to fully develop legal issues where no clearly applicable precedents are available, or it is arguable which among conflicting precedents apply.

Be a graduate of a law school accredited by the American Bar Association at the time of graduation. Be a current member of a bar with a valid license to practice law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Have at least four years of post-J.D./LL.B. legal experience.
Education
Education cannot be substituted for experience for this position and grade level.
Foreign Education:
Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. This is an Excepted Service position. The job will be filled by alternative hiring process and is not in the competitive civil service. Applicants selected for an excepted service position are subject to a one-year trial period.
