Department Summary
The University of Oregon’s (UO) College of Arts & Sciences (CAS) is a large and complex college that offers the core liberal arts and sciences curriculum that serves the entire UO undergraduate population and a majority of its graduate students. As of 2019, the majority of undergraduates at UO (more than 60 percent, or almost 11,000 students at any given time) go on to pursue a degree in one of the College’s 40+ undergraduate degree programs. CAS also has 30+ doctoral programs that produce approximately 75% of the Ph.D.'s at the University of Oregon. CAS is home to approximately 750 faculty, over 1000 graduate employees and around 200 administrative employees. CAS has annual budgeted operations expenditures of approximately $155 million and utilizes slightly more than half a million square feet of space spread over 50 separate buildings both on- and off-campus.

Position Summary
The HR Operations and Payroll Specialist assists with the ongoing operations and direction of CAS’ pay actions and monthly time entry workflows and policies. The position provides critical and confidential personnel support to all CAS units including payroll, pay actions, and employment contracts. This position will focus on generating and submitting personnel and pay actions, monthly time entry, and interpreting rules, regulations, and policy in these areas.

The HR Operations and Payroll Specialist routinely works with employees and supervisors in the eight CAS Academic Support Units that provide administrative support to our departments and programs. This position is responsible for taking in requests for pay actions (for example, stipends, FTE changes, non-payroll earnings, salary overloads, summer research and teaching appointments) from assigned ASUs or employee groups, advising ASUs on policy and procedure with regard to pay actions, orienting new ASU staff to the CAS’s payroll and pay action workflows and policies, collaborating on new workflows and processes with supervisors, ASU managers and staff, along with processing monthly time entry for up to 500 employees in assigned areas. The incumbent liaises frequently with ASU personnel to ensure a smooth ASU - CAS relationship and positive employee experience.

The HR Operations and Payroll Specialist position reports directly to the HR Operations and Payroll Manager. This position functions independently with general supervision and work assignments from the HR Operations and Payroll Manager.

Minimum Requirements
• Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations.

• An equivalent combination of training and experience.

Preferred Qualifications
• Two years of experience processing payroll in a large, complex organization.
• Experience managing a payroll consisting of employee groups with differing guidelines, policies and/or bargaining agreements.
• Experience working in higher education.
