Public Affairs Advisor III Responsibilities Include:

  • Acts on behalf of the Special Presidential Envoy for Climate on several substantive and managerial issues. Attends meetings held by the Special Presidential Envoy for Climate and serve point of contact between the Special Presidential Envoy for Climate and other officials within the Executive Branch. Serves as the Special Presidential Envoy for Climate's speechwriter.
  • Remains fully versed in the Special Presidential Envoy for Climate's priorities and accommodates fluid and dynamic changes. Consistently use keen judgment, sensitivity, confidentiality, and discretion, solidifying the Special Presidential Envoy for Climate's trust and confidence in the incumbent's abilities.
  • Communicates regularly and effectively with all levels of personnel in the Department, including department Bureaus, senior leadership, the Office of the Executive Secretary, and the White House/NSC, managing the flow of information to create a smooth operation in an ever-changing environment. Convenes and chairs meetings with senior staff to prepare speeches and other materials for public engagement.
  • Interacts on behalf of the Special Presidential Envoy for Climate with high level officials in the Department and other government agencies and groups as well as White House Officials, Members of Congress, and private sector officials. Based on a knowledge of the Special Presidential Envoy for Climate views, discusses proposed programs and agendas, and presents materials for speaking engagements at such programs, agendas, or obligations to the Special Presidential Envoy for Climate with appropriate comments.
  • Makes substantive contributions to the formulation and execution of foreign policy issues. Identifies gaps in policy, new problem areas, and emerging situations requiring policy attention and initiating policy planning and formulation to meet these new requirements. Takes independent initiative to institute the Special Presidential Envoy for Climate's processes and manages a system which works for the Special Presidential Envoy's personal preferences. Assures that the Special Presidential Envoy is kept informed at all times of latest developments concerning foreign policy matters in areas and other far-reaching matters which may require the Special Presidential Envoy's immediate attention.
  • Analyzes reports and recommendations, and independently makes judgments and initiates action on those matters which do not require the attention of the Special Presidential Envoy for Climate. Obtains background information on all matters submitted to the Special Presidential Envoy for Climate and ensures that all pertinent notes and recommendations are clear and concise before presenting to the Special Presidential Envoy for Climate.
  • Performs other job-related duties as assigned

Public Affairs Advisor III Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Communications, Administration, or International Relations, and/or 10 years of experience in international politics/foreign policy, research & evaluation, social science, or other related fields.
  • Active TOP SECRET required.
  • Ten (10) years or more work experience in political economic analysis, state building, governance, and political risk assessment.
  • Knowledge of the theories and principles of political science, international relations, economics, history, geography, and other related disciplines.
  • Knowledge of current foreign policy objectives and programs to assess the relevancy and implications of global, social, political, economic, geographic, and military issues, developments and events affecting the formulation and execution of U.S. foreign policy.
  • Knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department.
  • Knowledge of the Department's goals, objectives, programs, and relationships to provide expert analytical and advisory services that are responsive to the specialized needs of the Department and the Office of the Special Envoy.
  • Ability to provide advice, guidance, and consultation to officials regarding the interpretation and application of analyses.
  • Proficiency in qualitative and quantitative research methods.
  • English language (written and spoken) communications skills.
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Strong organizational, communication, interpersonal, and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Excellent knowledge of the Department of State operations; familiarity with the inter- agency.
  • Experience as a senior level speechwriter who has the ability to work under pressure and meet tight deadlines.
  • Strong written and oral communication skills.
  • Superior interpersonal skills; Ability to multi-task.
  • Must pass pre-employment qualifications of Cherokee Federal
