Duties

The Director and Chief Financial Officer oversees the administration of the Agency's procurement, financial management, budget performance, internal controls, and enterprise risk management functions, including: Ensuring that the Agency complies with applicable financial and procurement laws, regulations, directives, and internal controls. Establishing forecasting tools and quantitative techniques to provide the agency with anticipated current-year budget performance as well as potential outyear budget trends. Understanding near- and long-range plans of the agency to help determine how financial operations need to be positioned to ensure the Board can meet its objectives effectively and efficiently. Identifies and keeps up to date on key rules, regulations, and policies as well as economic, political, and social trends (both internal and external) that affect the organization. Identifying opportunities and develops strategies for modernization, automation, and innovation across the agency's accounting systems, operations and reporting requirements, including preparation of Agency financial statements for increased efficiency and effectiveness. Oversees the establishment and sustainment of cloud-based financial and procurement systems. Creates cost-effective new products and services in response to customer needs. Providing guidance and leadership to ensure the office's customer service, integration, innovation, communication, and risk management goals are met. Preparation and dissemination of financial and budget data to enable users to manage financial resources. Overseeing management of fiscal operations, including expenses authorization, billings and claims review, credit card activities, travel management, and approval of payments and disbursements. Creating and sustaining an organizational culture of integrity and high ethical values and which supports staff engagement and is conducive for staff to provide a high-quality service. Facilitates an employee development framework that matches employee development activities to the ever-changing needs of the function, the division, and the Board. Enables others to acquire the tools and support they need to perform well and to acquire skills that may allow them to move around the organization more easily. Approaching problem situations with a clear perception of organizational and external realities and recognize the impact on the various parts of the of alternative courses of action. Identifying and taking steps to prevent, manage, and resolve conflicts and disagreements in a proactive, positive, and constructive manner, to minimize negative impact and maximize the productive efforts of staff. Effectively interacts with members of the Board, both in discussions and through memoranda; including the Chief of Staff, senior staff, and other professionals in the office; individuals from other federal agencies, international organizations, and the private sector. Evaluating and maintaining internal controls covering program responsibilities. Ensures that the internal controls system complies with requirements and policies. Develops responses to internal and external audit reports and implements corrective measures as appropriate. Provides quality assurance of office work products and engages in appropriate assessments of program vulnerabilities and risks. Serves as the principal advisor to the Board and Chief of Staff on the management and administration of services, issues and concerns related to financial management for the Agency.

Other Director Specific Duties: Participates in the development of the agency's strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility. Provides guidance, coaching, and feedback to, and conducts performance reviews for managers, supervisors, and other direct reports, and ensures same is provided to all office staff. Recommends personnel actions in area(s) of responsibility. Exercises appropriate judgment and decision-making in complex situations. Demonstrates innovation and thought leadership relevant to future-state organizational and functional people strategies. Demonstrates strong leadership and management skills aligned to the Board's espoused values. Keeps skills and knowledge current and aligned to best practices relative to key rules, regulations, and policies, as well as economic, governmental, and social trends that affect the organization. Understands near term and long-term needs for the organization and determines how operations should be positioned to meet such needs. Demonstrates proficiency in political and organizational savvy, and interpersonal communication skills. Has regular contact with all staff in the function(s) to stay connected to the pulse of the division, provide leadership, and act as a role model.

Must be a U.S. citizen. One-year probationary period, unless previously served. One-year supervisory or managerial probationary period, unless previously served. Suitability for Federal employment, as determined by a background investigation. Submission of a financial disclosure report may be required. Qualifications

You may qualify at the VH-44 band level if you have one year of specialized experience equivalent to the at least to the VH-41 (GS-15 equivalent) band level in the federal service or equivalent. Specialized experience includes:
Experience and knowledge of Agency administrative policies and procedures required to support office functions to include contract and procurement, financial management, budget performance, internal controls, and enterprise risk management functions. Ability to develop and maintain networks and alliances, engage in cross-functional activities, collaborate across organizational boundaries, and find common ground with a widening range of stakeholders. Ability to balance competing interests among a variety of customers and readily readjust priorities to respond to pressing and changing demands. Must be able to anticipate and meet the needs of clients while maintaining high-quality end products. Demonstrated enthusiasm and success building diverse teams that are geographically separated and guiding staff development. Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development, and make budgetary recommendations. Exceptional organizational savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics. Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management. Experience developing policy changes in response to changes in resources allocations or legislation. Experience in change management, organizational development and implementation of innovations and modernization efforts across budget, financial and procurement functions. Experience in using data and digital tools to forecast and advise on strategic investments, developing and executing office's operating plan to achieve strategic goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

Education

There is no substitution of education for experience at the VH-44 band level.
