The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.


Mandatory Requirements:

  1. Extensive knowledge of appropriate analytic methods and methodological tools in one or more of the following areas: Applied Mathematics (e.g. probability and statistics, formal modeling, computational social sciences); Computer Programming (e.g. programming languages, math/statistics packages, computer science, machine learning, scientific computing); and Data Visualization.
  2. Demonstrated ability to leverage multiple data management tools to organize relevant information and make decisions. Exceptional analytical and critical thinking skills, including superior ability to think strategically and apply reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.
  3. Demonstrated ability to multitask and change focus quickly as demands change.
  4. Extensive knowledge and experience in quality assurance procedures to ensure data integrity.
  5. Exceptional interpersonal, communication, and networking skills, and superior ability to build and sustain professional networks and exert influence within the ODNI.
  6. Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
  7. Demonstrated oral and written communication skills, including ability to clearly convey complex information to audiences of all levels.
  8. Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
  9. Bachelor's Degree.

Desired Requirements:

  1. Experience working in HR or with HR/workforce related data.
  2. Experience with reporting and visualizations applications such as SPSS, Cognos, or Tableau.
