Under the general supervision of the Telecommunication Director of the Enterprise Infrastructure Services Branch, the Telecomm Network Specialist II:
Manages the installation, configuration, and operation of the Department's wide area network (WAN) for data, video, and voice for all remote school/office sites and central communications center sites in accordance with school technology plans, industry/building standards, and department requirements. Manages daily operations and routing of the networks, manages telecommunication network services provided by telecommunications service providers and product vendors. Oversees performance of the Internet backbone access network through the commercial network service provider and plans, coordinates, manages, and maintains the statewide backbone networks, such as the State's Institutional Network (I-Net), in coordination with the other state agencies. Manages the Department's enterprise WAN monitoring and management systems to support acceptable network performance, network control, and management of multi-vendor network systems. Communicates to the Director the status of the network and their issues, identification of root causes, and plans for corrective actions. This includes troubleshooting and optimizing the network connectivity and bandwidth between sites by working with service and equipment vendors as well as other staff. Develops network performance standards and test procedures to evaluate network service providers' service level and network products to ensure effective network performance and proper operations. Evaluates the performance of the Department's existing networks, develops plans for performance improvements, upgrades, and enhancements to meet the school's educational needs as it relates to the implementation of technology applications to improve student performance and enhance administrative functionality. Evaluates telecommunications hardware, software, and services. Develops specifications for competitive bidding and participates in the evaluation of bids and selection of appropriate vendors and network transport service providers. Plans, prepares, and keeps track of budget spending for equipment purchasing and circuit costs. Optimizes and applies for federal funding sources such as E-rate for equipment and service purchases. Provides the Department with the strategic direction, filing, and administration of the E-rate program and intercedes on E-Rate issues and objectives as the Hawaii State E-Rate Coordinator. Plans, configures, installs, and supports internetworking connections between the school LAN and the WAN for school access to the Internet and the Intranet. This includes routing configurations and setting up and support of Internet services such as VPN, DNS, NAT, DHCP, Network Security System, Network Management System, etc. Ensures ARIN registration for IP and ASN is kept up to date along with the DOE's point of presence (POP). Advises and provides recommendations for network design implementations based on the school's curriculum, security, and instructional goals and objectives. Plans, designs, and develops project plans for implementation, upgrade, and enhancement of the Department's WAN for data, video, and voice for all public schools and offices. Coordinates activities with other state agencies and affected schools as well as communicate to leadership and stakeholders on any WAN outages. Develops procedural manuals, guidelines, and practices necessary for the successful implementation and operations of the telecommunications systems. Participates in establishing, reviewing, and updating the Department's networking policies, standards, and procedures for the installation and operation of telecommunication networks, including connectivity for wide area networks, video networks, and data networks. These reviews are based on the current and emerging technologies and their potential benefit to the educational objectives and administrative needs of our schools. Researches, reviews, analyzes, and assesses emerging telecommunications technologies and services possible applications and practices to improve student performance. Informs and advises schools of possible use of these technologies to achieve their instructional and administrative objectives. Provides consulting, training, in-service workshops, and services as an instructional resource to teachers, administrators, staff, and students in the areas of:
WAN fundamentals, design considerations, network installation and upgrade processes and procedures, effective network usage practices, troubleshooting procedures, and the effective use of technology and telecommunications to enhance learning and teaching. Develops training materials related to planning and operating telecommunications networks. Performs other related duties as assigned. Education:

1) Bachelor's degree from an accredited college or university in any field plus two (2) additional years of relevant on-the-job training in telecommunication network systems as described below; 2) Six (6) excess years of job experience related to telecommunication systems and extensive work with routing protocols and network communications may be used in lieu of a Bachelor's degree from an accredited college or university.
Experience:
Six (6) years of responsible professional work experience in telecommunication network planning, designing and installation including WAN and LAN networking technology planning & implementation and information technology application development, implementation & management, of which two (2) years shall have been in an education agency, program or system.Experience Substitution:
Master's degree in a major listed above or related field may be used to satisfy two (2) years of required professional work experience.Desired

Basic principles, theories, and practices of information technology, operation and management of computing and networking systems, computer and network security, telecommunications network planning, designing, installation for voice, data, and video applications; understanding of telecommunication network installation and operation, EIA/TIA telecommunication cabling and pathway standards; understanding of Internet protocols, services and technologies; principles and practices of supervision; laws, rules, regulations, and administrative procedures applicable to the area of assignment.Desired Knowledge:
Understanding and kept up to date on WAN standards, routing protocols, dense wavelength division multiplexing, network operating systems, Internet standards and protocols, Internet services, network service management standards and protocols, and video network standards and protocols.Ability to:
Perform a full range of telecommunication services in the area or areas of assignment; communicate effectively with others orally and in writing; operate telecommunication, computer and other business equipment; maintain awareness of development in telecommunications technology.Desired Ability to:
Provide training for school staff and students in the use of technologies to enhance learning.SALARY RANGE:
EOSR-7, $110,136 to $155,904.Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $110,136.WORK YEAR AND
