MARKETING STATEMENT

The Police Training Curriculum Design Administrator will work in The Metro Transit Police Department (MTPD), which is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Police Training Curriculum Design Administrator is responsible for developing, implementing, and evaluating the educational programs and courses for police officers, recruits, and non-sworn personnel in the Metro Transit Police Department. The primary responsibility involves teaching, analyzing, researching, and developing training courses independently or jointly with other law enforcement organizations. The work includes considerable public contact, developing lesson plans, and routine research tasks. The incumbent ensures that all sworn officers follow Washington Metropolitan Area Transit Authority (WMATA), Federal, State and Local training requirement regulations.

This position offers a rich benefit package to include health, dental, group life insurance, paid holidays, annual and sick leave, a 457 Deferred Compensation Plan and a 401a Plan, tuition reimbursement, flexible spending accounts, and free transportation on Metrobus and rail. The minimum annual starting salary for this role is $79,800. Those who are exceptionally qualified may receive a higher starting salary up to $135K.

MINIMUM QUALIFICATIONS

Education
Bachelor's Degree in Social Science, Public Administration, Criminal Justice, Human Resources or a related field. Or, in lieu of the bachelor's degree, a High School Diploma or GED and four additional (4) years of experience in training police personnel and in conducting research and the preparation of reports, the maintenance of complex manual and automated record keeping systems, and the coordination and scheduling of training programs.
Experience
A minimum of four (4) years of experience in designing curriculum and coordinating training programs, preferably in a law enforcement or criminal justice setting. OR five (5) years of experience as a certified law enforcement officer, conducting research and the preparation of reports, the maintenance of complex manual and automated record keeping systems, and the coordination and scheduling of training programs.
Certification/Licensure
Must obtain within twelve (12) months of hire date, and maintain it while in this job, various types of instructor certifications (i.e., General instructor, Defensive Tactics, Emergency Vehicle Operations, Physical Training, and Taser) from the Virginia Department of Criminal Justice Services and Maryland Police Corrections Training Commission. Must obtain within twelve (12) months of hire date. and maintain it while in this job, the American safety & Health Institute, the Virginia Department of Criminal Justice Services and Maryland Police Corrections Training Commission instructor certifications.

SUMMARY

ESSENTIAL FUNCTIONS
Research, creates, edits, updates and instructs courses based on required subject matter, from but not limited to, mandated material from Virginia (DCJS), the Maryland Police Corrections Training Commission (MPCTC), and the governing bodies for MTPD Tri-State Certification. Ensures all members receive the requisite training to attain and retain certification as law enforcement officers. Conducts needs assessments and gap analyses to identify the learning objectives and outcomes for police education and training. Designs and develops curriculum plans and materials that align with the standards and requirements of the police profession and the law enforcement industry. Collaborates with subject matter experts, instructors, and stakeholders to ensure the quality and relevance of the curriculum. Implements and delivers the curriculum using various methods and platforms, such as classroom instruction, online learning, simulations, and field exercises. This includes directly instructing employees. Reviews and updates the curriculum based on the feedback, data, and best practices. Prepares for and coordinates audits of the MTPD academy by the DCJS and MPCTC representatives who must review academy processes to determine if all state mandates are in compliance with VA and MD codes. Ensures basic academy and in-service training records are accurate and up to date for all state mandated audits. Ensures the state mandated training objectives are covered and accurately documented in the basic academy as well as in-service classes and training records are kept in accordance with Federal and state regulations. Serves as the liaison with members of WMATA's Training Divisions and ensures all WMATA annual mandates are met. Works with staff from WMATA's Safety and Readiness, People Culture and Inclusion Talent Management, and General Counsel's Office to coordinate training for MTPD sworn members, civilians, and Special Police Officers. Publishes memorandums and accurately maintains training curricula, objectives records, reflecting the scheduling, attendance and completion of mandated WMATA training mandates in the enterprise learning management system (ELM) and other media. Ensures that all Federal, State, and WMATA training requirements are completed. Coordinates, schedules, and facilitates training enrollment for mandated federal, state, and WMATA training for sworn members, civilians, and special police officers. Publishes Training bulletins and notices related to changes in laws and enforcement procedures, officer safety, defensive tactics, physical training as well as new trends observed in the law enforcement community. Evaluate and assess the effectiveness and impact of the curriculum using various tools and metrics, such as feedback surveys, tests, and performance indicators. Reviews and updates the curriculum based on the feedback, data, and best practices. Provides professional development and support to instructors and trainers on curriculum design and delivery. Researches and stays updated on the latest trends and developments in police education and training. Collaborates with subject matter experts, instructors, and stakeholders to ensure the quality and relevance of the curriculum.
