Duties

This Contract Specialist (Direct Hire) position is located Enterprise Support (ES), Contracting & Procurement (C&P), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Responsible for planning and recommending for execution all contractual actions and phases for assigned program under the general direction of a manager or more experienced professional. Established policies/procedures provide guidance for most assignments but allow some discretion for employee to select the most appropriate approach(es).
  • Prepares solicitations incorporating all the appropriate provisions and clauses for the requirement, assembled in a format appropriate to the acquisition method and market using detailed knowledge and experience. Prepares business clearance memoranda to document the negotiations process, cost/price analysis, technical evaluations, and other factors. Contracts are primarily internal to the organizational unit or major subdivision managers and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments.
  • Applies acquisition strategies for contract actions and researches/identifies recommendations on contracting matters that interpret, extend or revise significant elements of contracting actions. Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.
  • Collaborates with customer to define procurement needs and analyzes procurement request to determine requirements, recommend changes to statements of work, and determine the appropriate type of contract. Assists with the receipt of quotation/proposals including the safeguarding, opening, tracking and assessing compliance with minimum solicitation requirements in addition to identifying the quotation/proposals that will not receive further consideration.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
