Duties

The position serves as the Executive Director, DoD Cyber Crime Center (DC3). DC3 is designated as a federal cyber center by National Security Presidential Directive 54 / Homeland Security Presidential Directive 23, and as a DoD center of excellence for digital/multimedia (D/MM) forensics by DoD Directive 5505.13E. The Secretary of the Air Force is the Executive Agent for DC3, which is designated as an Air Force Field Operating Agency aligned under the Department of the Air Force Inspector General. The Executive Director is the most senior official at the center, and is responsible for all aspects of its effective and efficient operation, including oversight of budget, policy, personnel and administrative issues. The Executive Director leads multiple operational directorates, including a cyber forensics laboratory, a cyber training academy, a vulnerability disclosure program, the focal point for the Defense Industrial Base Cybersecurity and Information Assurance Program (DCISE), and an operational enablement directorate. The Executive Director also oversees a directorate of strategy and partner engagement, and a directorate of information technology. The Executive Director engages with a broad array of external stakeholders, customers, and partners, including but not limited to: the Air Staff, the Defense Criminal Investigative Organizations (DCIOs), the Military Department Counterintelligence Organizations (MDCOs), the Defense Counterintelligence and Security Agency (DCSA), US Cyber Command, multiple entities within the Office of the Secretary of Defense, the Cybersecurity and Infrastructure Security Agency (CISA), the Federal Bureau of Investigation (FBI), and the US Intelligence Community. The Executive Director leads a blended workforce of military, civil service and contractors, with more than 500 total personnel. The Executive Director is also an accredited special agent of the Air Force Office of Special Investigations (AFOSI) through an arrangement between DC3 and OSI further detailed in memoranda between the two Field Operating Agencies, under the mutual oversight of the Department of the Air Force Inspector General.

The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings. Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning. An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period. Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability. Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code. Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants. May be required to successfully complete a counterintelligence scope polygraph examination. Incumbent must meet AFOSI physical standards and possess emotional stability and be physically able to perform duties without being a hazard to self or others. This position requires access to firearms or ammunition. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. The position may require the employee to work under adverse environmental conditions. Some work may be performed in overseas areas of political unrest, which may involve a risk to the agent and require a range of safety precautions. Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

Must be a credentialed special agent. IAW DoD Directive 5505.13E, DoD Executive Agent (EA) for the DoD Cyber Crime Center (DC3), The Executive of DC3 must "maintain credential as a special agent.

Experience as a special agent/criminal investigator in a primary/rigorous LEO (1811) position or equivalent experience outside the Federal Government is a mandatory prerequisite for this position.

Must possess in-depth knowledge of (1) Statutes, regulations, current policies, guidelines, criminal laws, investigative techniques, rules of criminal procedures, criminal investigations, and knowledge of cybercrimes operations. (2) DoD LE/CI agency missions and the application of D/MM forensics, analytics, and cyber tools to investigative and operational requirements; (3) the authorities, functions, and capabilities of varied DoD and federal LE/CI organizations, COCOMs, and Service Component Cyber elements as they relate to criminal, counterintelligence, counter-terrorism, and security operations in the cyber domain; (4) familiarity with the objectives of DoD's Cyber Strategy and an in-depth understanding and knowledge of the DoD cybersecurity interests relating to the DIB, the DoDIN, and to US CIP objectives, in general; (5) an in-depth understanding of the intersections among OSD/CIO, OUSD(P) Cyber, OUSD(A&S), OUSD(R&E), OUSD(I&S), and the executive ability to align and balance these vis-à-vis Executive Agency interests; and (6) demonstrated ability to exercise leadership over technical functions, training delivery, and to instantiate innovation, and align capabilities with customer mission requirements

The incumbent requires executive level experience in program development and management, and comprehensive knowledge of the DoD budgetary process. The incumbent must have an outstanding national reputation in a broad range of cyber investigative and forensics laboratory policies, processes, procedures, and techniques. A high level of personal initiative, creative problem solving skills, and the ability to rapidly formulate and communicate decisions is required. The incumbent must be capable of influencing high-level management decisions and to present and defend independent positions at the highest levels of government.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total) : A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. C.
