Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Asst. Director, Emergency Management and Resilience Division. The Coordinator is responsible for programs that include Critical Infrastructure & Reconstitution. This includes establishing guidance, policy, plans, coordination and tracking of improvements and readiness status for continuity programs that supports the AOC and other branches of Government.



Duties

 This position is considered "essential" for purposes of reporting to work when the facility might otherwise be closed. This position may require on-call support to 24/7 operations, including deployment to support the OCSO Security and Emergency Management Program. This position may involve working shifts for 24/7 coverage.

NOTE *Must be able to obtain and maintain a Top Secret clearance.*

Duties quoted at GS-13 level; If selected at the GS-12, candidate will have non-competitive promotion potential to the GS-13.

The Critical Infrastructure and Reconstitution Coordinator serves as the AOC primary contact responsible for Critical Infrastructure (CI) and Reconstitution guidance and support for the Resilience Program. Geographic scope includes organizations and facilities located within the U.S. Capitol Complex and other locations in the District of Columbia, Maryland and Virginia.

  • Serves as AOC’s primary contact responsible for CI and Reconstitution guidance and support for the Resilience Program. This includes establishing guidance, policy development, plans, coordination and tracking of improvements and readiness status for critical infrastructure and Governmental Reconstitution programs that supports the Congressional and Judicial Branches of Government.
  • Develops, manages and implements policies and Standard Operating Procedures (SOPs) relating to Critical Infrastructure for the AOC to ensure critical infrastructure is resilient, available and survivable during an all-hazards event.
  • Leads the development of plans and approaches with stakeholders in the Sergeant at Arms, US Capitol Police, and other organizations within the Legislative and Judicial Branch Community that incorporate and improve the Resilience and Security CI and Reconstitution Program.
  • Develops, manages and implements policies and SOPs relating to Governmental Reconstitution for the AOC to ensure the agency meets its essential functions to support the Reconstitution of Congressional and Judicial Branches of Government.
  • Develops, plans, manages and implements the budget related to the CI and Reconstitution Programs.
  • Supports the development of the CI and Reconstitution Strategic plans.
  • Independently develops and presents briefings at the senior management level.
  • Supports the development monitoring and implementation of CI policies for the AOC to ensure critical infrastructure is resilient, available and survivable during an all hazards event.
  • Represents the AOC with external agencies and private sector infrastructure companies to ensure that the AOC’s interest are being properly conveyed, represented and when needed elevate concerns to be addressed.
  • Coordinates with AOC Jurisdictions and central staff to enable AOC’s support to CI and the resilience program.
  • Serves as the agency subject matter expert (SME) with regards to Homeland Security Presidential Directive (HSPD)-7 and Presidential Policy Directive (PPD)-21 and how it can provide guidance and best practices for AOC and our interactions with the Department of Homeland Security (DHS) and other executive and State Agencies.
  • Serves as the agency SME with regards to the National Infrastructure Protection Plan (NIPP) and how it can provide guidance and best practices for AOC and our interactions with DHS and other executive and State Agencies.
  • Serves as the agency general SME with regards to the Resilience and Security Governmental Reconstitution program.
  • Serves as the agency SME with regards to PPD-40 and Federal Continuity Directive (FCD)-1 and how it can provide guidance and best practices for AOC and our interactions with the Executive Branch.
  • Supports the development monitoring and implementation of Governmental Reconstitution polices for the AOC to ensure essential functions to support the Reconstitution of Congressional and Judicial Branches of Government.
  • Participates in resilience and security operations and exercises to support AOC readiness.
