Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

 

Job Summary:

Provides expertise in the planning, review, and execution of rigging activities to ensure safe and efficient execution of work. Supervises subordinate rigging engineers and/or other related personnel. Provides technical direction to construction engineers, superintendents and craft regarding rigging requirements.#LI-SM2

 

Job Dimensions:

A. Supervision Received

  • Receives operational and technical direction from the Rigging Engineering Manager or, if at site, from the Project Field Engineer or other assigned manager

B. Supervision Exercised

  • Provides operational and technical direction to rigging engineers and assigned construction personnel regarding lift plan execution and rigging-related construction processes, procedures, and requirements
  • Provides technical direction to assigned personnel within a region or GBU as required

 C. Contacts

  • Maintains contact with Engineering regarding plant layout, foundation design, vessel/module designs, provisions for lifting, and verification of the suitability of imposed loadings
  • Works closely with Construction regarding constructability, construction equipment requirements (including crane sizes and locations), scheduling, ground preparation, temporary facilities (including crane pads and haul routes), required site sterilization, crane layout, and sequencing. Also works with Construction to prepare for equipment installation, establish plans for lifting and sequencing of work, and direct and approve lift plans
  • Maintains contact with Traffic & Logistics regarding feasibility of heavy/oversize haul and barging/heavy-lift shipping and marine operations, temporary dock facilities, and haul routes
  • Establishes and maintains contact with Subcontracts regarding scope of work, and technical reviews of submissions for lifting and heavy/oversize transport works
  • Works with vendors and subcontractors, providing subject matter expertise in meetings and reviews regarding the execution of subcontract lifting and/or heavy/oversize site transport or marine works
  • Works closely with safety personnel regarding rigging-related safety procedures and requirements
  • Maintains contact with client management, field supervision and engineering personnel, as required

 

Major Responsibilities:

  • Independently prepares conceptual lift and transport studies
  • Provides technical input into the development of transport and rigging and lift strategies by advising project supervision and field engineering personnel on crane and heavy transport requirements
  • Prepares technical specifications for bid packages and assesses subcontractor technical bid packages for lifting and abnormal transport requirements
  • Provides input and assists in the preparation of estimates
  • Prepares medium and critical rigging plans; prepares lift data sheets and formal calculations
  • Reviews and approves medium and critical risk lift and site transport plans submitted by subcontractors or others if a Bechtel Certified Rigging Engineer (CRE), or coordinates the approval for critical lift and transport studies with a Bechtel CRE.
  • May supervise the execution of lifting operations and abnormal site transport movements on a project, coordinating schedules with Project Controls
  • Develops rigging training materials and conducts rigging training courses as required
  • Monitors the application of standard work processes and procedures
  • Monitors compliance of rigging operations with approved rigging plans and applicable codes
  • Provides leadership in promoting a safe work environment

 

Education and Experience Requirements:

  • A recognized degree in an Engineering or Scientific discipline from an accredited College or University, or specialized courses in construction management, and/or demonstrated experience as a rigging engineer leading to a thorough understanding of the technical knowledge described below, including advanced knowledge of and experience in engineering in the use of lifting equipment, alternative heavy lifting systems, tailing techniques and equipment, rigging equipment, and transport/transfer of equipment

 

Required knowledge and skills:

  • Extensive working knowledge of rigging planning and execution standards and requirements
  • Technical knowledge and experience in construction engineering in the use of lifting equipment, alternative heavy lifting systems, mobile gantries, jacking, tailing, rigging equipment, and load distribution systems, including an understanding of transport/transfer of equipment, soil mechanics, and structural steel design
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration
  • Knowledge and understanding of environmental, safety, and health requirements on heavy-industrial construction projects
  • Knowledge in the administration and use of subcontracts; ability to interpret and understand contractor/subcontractors’ responsibilities contained in subcontract documents
  • Experience in supervising personnel and administering subcontractors preferred
  • Demonstrated advanced competence as a rigging engineer and ability to act as the lead rigging engineer on a small project or an area on a medium-to-large project. Some experience in a supervisory role and subcontract administration preferred.
