Washington County's Public Works Department is currently hiring for an Engineer Technician II. This individual could be hired at Engineer Technician Senior level depending on qualifications.

DESIRABLE EXPERIENCE:

  • Experience working with traffic signal systems
  • Minnesota Department of Transportation (MnDOT) certifications
  • International Municipal Signal Association (IMSA) certifications
  • Experience Performing field locates for underground utilities per Gopher State Once Call requirements
  • Experience responding to emergency situations and direct immediate emergency repairs
  • Experience providing routine and preventative maintenance of signal systems
  • Experience operating equipment including overhead personal lift vehicle, hand and power tools, and electronic test equipment
  • Experience preparing, reviewing, coordinating, and/or implementing traffic signal timing plans and routines
  • Maintaining inventory of traffic operations assets, including on-hand stock of parts and equipment and field inventory of assets via Geographic Information System (GIS) tools


SELECTION TECHNIQUE: Your training and experience will be rated based on the required application materials submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

ANTICIPATED HIRING RATE: $30.22 - $41.34 Hourly (This position may be hired at the Engineering Technician Senior level, depending on qualifications.)

HOURS / DAYS: 7:00 a.m. to 3:30 p.m., Monday - Friday. Work schedules (hours and days) and location are subject to change based on department needs.

LOCATION: Stillwater, MN

The Engineering Technician II - Traffic Operations performs moderately complex work in traffic signal system construction, maintenance, and operation within the Public Works Department with limited supervision.

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS:
This assignment requires a two-year degree in civil/highway engineering, an Associate's Degree in GIS or a similar degree in a directly related field. Four years of experience may be substituted for post-secondary education requirement above. Experience with computer-aided design or drafting software, highway design software, MNDOT Design Manuals and State Aid plan preparation is desirable.

DUTIES & RESPONSIBILITIES

Traffic Operations

  • Prioritize and perform field locates for underground county-owned utilities per Gopher State One Call requirements and coordinate with utility and excavation companies as needed;
  • Inspect traffic signal systems to determine if all components are functioning as intended to accommodate pedestrian and vehicle traffic;
  • Provide routine and preventative maintenance of signal systems;
  • Diagnose malfunctioning traffic signal systems by isolating problems to specific pieces of equipment in the cabinet, field hardware, or connecting cables by using standard and specialized test equipment;
  • Configure and perform repairs on traffic signal systems and equipment, including replacement of pedestrian stations, signal heads and indications, configuration of basic controller functions, and configuration of Accessible Pedestrian Systems (APS);
  • Operate equipment including overhead personal lift vehicle, hand and power tools, and electronic test equipment;
  • Respond to emergency situations such as traffic signal damage caused by traffic crashes or storms;
  • Review and interpret traffic signal and roadway construction plans;
  • Provide direction to contractors performing work on behalf of the Department;
  • Maintain inventory of traffic operations assets, including on-hand stock of parts and equipment and field inventory of assets via Geographic Information System (GIS) tools;
Perform other duties as assigned.

WORK ENVIRONMENT

Work is performed 10% outside and 90% inside. Work performed is semi-sedentary in nature, and typically performed within the Government Center, a satellite office or other field work location. Lifting requirement of up to 30 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and microfiche reader, cash register, and copy and fax machine, power and hand tools, and other maintenance equipment. Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. May involve exposure to environmental conditions.
