OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including healthcare, procurement, benefits, education, construction, and other fraud; cybercrime and identify theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic accountants, analysts, and other professional staff in headquarters division and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they service. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

This position is under the Office of Investigation's (OI) Headquarters Operations, located in Washington, DC. The incumbent assists the Office of Budget Administration, in a Supervisory Management Analyst role for OI management and oversight programs involving such critical activities such as formulating and executing annual budget and spend plan; overseeing various service contracts with law enforcement and other external vendors; procuring OI investigative and other equipment, supplies and services; and reconciling all financial business activities conducted by OI employees; provides support and oversight for OI's Hiring/staffing needs.

Duties:

As a Supervisory Management and Program Analyst, you will:


Be responsible for a full range of oversight and critical management functions involving OI budget development and execution; a wide range of procurement activities; reconciliation of financial business conducted by OI employees;
Examine OI business operations to determine the most efficacious methods for achieving the investigative mission; assess potential problems and opportunities to improve organizational processes; conduct market research and analysis to ensure OI's fiduciary and compliance responsibilities are satisfied; ensure financial records are scrutinized for potential billing errors or other irregularities in the payment systems;
Carry out the full range of personnel activities, including performance appraisals, recruitment and selection, management of discipline and grievance procedures, and professional development training programs.

Develop long-range strategies for the OI management programs, which involve monitoring existing plans, developing mechanisms to project future program developments and needs, keeping abreast of, and conducting research relevant to programs, and developing strategies and plans to accomplish long-range goals.
Perform an assortment of analytical work involving OI's management programs, systems, and operations to evaluate efficiencies, effectiveness, productivity, and compliance with rules, regulations, and policies.
Plans and conducts research; identify applicable program data sets; draw conclusions, write, edit, and present reports or statements related to management information systems and other various administrative and management related topics.
