The State of Connecticut, Connecticut Technical Education and Career System (CTECS) is currently recruiting for one (1) full-time durational Director of Grants Administration position at CTECS Central Office in Hartford, CT.

Full-time | HybridMonday - Friday | 8:00 am – 4:30 pmThis position will be durational until September 1, 2026.The incumbent will be required to travel.

In your role as a Director of Grants Administration (Durational), you will have the opportunity to:

Guide, supervise, evaluate, and direct the staff and operations of the Grant Administration team, ensuring that grants are in compliance with State and Federal law.This role will be responsible for fiscal and program management, including overseeing the allocation of grant rewards, monitoring fund distribution, and maintenance of related records and reporting. This position will require implementing best practices while developing grants policies and strategies for full-cycle grants management and technical assistance. This position will be durational until September 1, 2026. Incumbents in this class may be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.
EXAMPLES OF DUTIES
Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department;Coordinates, plans and manages section activities;Formulates program goals and objectives;Develops or assists in development of related policy;Interprets and administers pertinent laws;Evaluates staff;Prepares or assists in preparation of section budget;Maintains contacts with individuals within and outside of section who might impact program activities;Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts;Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding;Leads the recruitment and hiring of staff, including outreach, interview and selection;Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and practices;apply relevant state and federal laws, statutes and regulations;principles and practices of grant and contract administration including program and fiscal evaluation;Knowledge of public health programs;social service programs;principles and practices of fiscal management;Considerable interpersonal skills;oral and written communication skills;Considerable ability to analyze complex financial records, documents and reports for evidence of financial fraud.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of public administration and fiscal administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity over professional staff.
NOTE:

Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.

Experience overseeing grants in an educational institutionExperience managing budgets in excess of one million dollarsExperience managing programsExperience operating digital management systemsExperience meeting deadlines against competing priorities
