Tasks include:
EXERCISE PLANNER (THEATER EXERCISE COORDINATION/JOINT EXERCISE PLANNING)Provide technical support to MARFORPAC for all official exercise activities, to support recommendations for the design, planning, preparations, execution, and evaluation of joint, combined, and Service level exercises with the purpose to rehearse plan-based tasks and train operational commanders and staffs.
Additionally, the contractor may serve in duties within exercise execution to include Senior Marine Controller, Request for Information (RFI) Manager, and Assistant Master Scenario Events List (MSEL) Manager to name a few.
The MARFORPAC staff and select portions of the MEF/MSCs are direct training beneficiaries of this task as they are the target training audience for the exercises.
Continuity is required due to the command-and-control construct being used in the exercises and the building block nature of the training events as each exercise builds on the previous events.
Deliverables include (a) written recommendations and analysis for specific issues (WRASI), (b) development of the Master Scenario Even List (MSEL); (c) development of training plans and materials; (d) JTIMS or replacement program submissions; (e) SOS for specific issues; (f) exercise information tool maintenance; (g) framework model; (h) in-progress reviews; (i) briefs; (j) meeting minutes; and (k) exercise event evaluations.
DAILY TASKS Provide assigned exercise information as required in support of daily information requirements driven by internal or external requests for information.
Maintain assigned exercise level of effort and product development to ensure there are no missed milestones within the established Joint Exercise Life Cycle (JELC).
Develop recommendations regarding the design of Joint and Service exercises to maximize the impact of the event in the training continuum of MARFORPAC and its subordinate commands in support of OPLAN based critical tasks.
Assist in the development of the announcements and tasking documents organizing the team in support of the framing of the exercise.
Support the multiple operational planning teams (OPT) and integrated planning teams (IPT) required to work through the myriad of issues in managing each exercise life cycle (ELC).
WEEKLY TASKS Update designated exercise rolling update document to inform Exercise Branch leadership on the status and friction points of the assigned exercise.
Review on a weekly basis the Joint Training Information Management System (JTIMS) portal to ensure the information related to the exercise is accurate and in the approved category for forces not assigned to MARFORPAC.
Provide support with the development of the requirement to be loaded into the Joint Training Information Management System (JTIMS) for sourcing of the force package that will be required in support of the exercise.
Review the C2IE tool to ensure the assigned exercise information remains updated and reflects current state of planning.
Support development and maintenance of the Exercise Common Operating Tool, currently being the Command-and-Control Information Environment (C2IE) tool.
Provide a report of the status of all tasks that have been assigned/performed outlining the Contractor's progress and any issues related to outstanding tasks.
Provide recommendations in the development of exercise scenarios that enable the terminal training objectives to be achieved in the most unencumbered format to maximize the training value of the event.
Support the development of the Master Scenario Events List for exercises that required it in order to meet training objectives.
Provide support with the development of the requirement and load into SOCIUM for activity tracking of Security cooperation with partner nations as part of the exercise.
Develop recommendations to leverage existing resources to gain efficiency and effectiveness in execution.
MONTHLY TASKS Update the required information related to the All-Domain Information Planning Team (ADIPT) related to assigned exercise to maintain the Staff informed of exercise requirements and meet identified requirements for planning team.
Develop, update, and brief the assigned exercise Annex M to organize a cohesive effort in support of the Headquarters participation and overall objectives in the exercise.
Contribute to the design, planning, preparation, execution, analysis, and evaluation stages for each event.
Draft and submit messages outlining requirements for each JELC event, to include objectives, goals, and deliverables.
Develop scheduled training event recommendations and plans for execution.
Develop training materials (i.
e.
, online, classroom, blended, etc.
based on applicability).
Develop recommendations for learning delivery options (e.
g.
, academics, training events, etc.
).
Develop and maintain a framework model to enable adaptation for unscheduled emerging mission requirements.
QUARTERLY TASKS Prepare information briefs as required related to the assigned exercise to maintain the command informed of the exercise status and key friction points if any.
Provide technical assistance in the execution of joint and combined training and exercise events, interoperability workshops, tabletop exercises, and senior leader seminars.
Develop recommendations regarding the management of scenario information, to include joint operating environments and opposing forces/situational forces campaign plans.
ANNUAL TASKSBe prepared to lead the staff through an organized After-Action process to capture key and essential elements of the assigned exercise.
ADHOC TASKS Produce meeting minutes for meetings relevant to MARFORPAC JEP/SEP.
Conduct scheduled in-progress reviews and confirmation, in and out briefs; prepare and deliver associated meeting minutes.
Conduct Exercise Event Evaluations - Assess exercise events through observation and develop recommendations for sustained future operations.
Provide Trip Reports.

Ensure the Government is informed about new developments that the Contractor observes while on official travel.

Citizen Minimum three years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level.
Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific.
