Ensures evaluation and research requirements within Marine Corps behavioral programs comply with Headquarters policies and guidance concerning data collection and human subjects¿ protection. Is the point of contact regarding program research and evaluation initiatives and develops policy and guidance for Marine Corps behavioral programs including Substance Abuse, Family Advocacy, Suicide Prevention, Sexual Assault Prevention and Response, Combat and Operational Stress Control and Embedded Preventive Behavioral Health Capability. Supervises assessments, evaluations and studies of new, existing and proposed programs to determine effectiveness and impact and recommends changes or improvements in methods and procedures based on findings. Oversees administration of research projects supporting a defined research agenda and ensures compliance with all Institutional Review Board policies and procedures. Coordinates with Headquarters Program Managers and field managers to interpret research and evaluation policy as it relates to the Department of Defense (DoD) and USMC, facilitate approval and execution of local research and evaluation initiatives and support organizational strategic plans for the use and application of research and evaluation results. Reviews extramural research activities impacting behavioral program areas for soundness of methodology and value to the Marine Corps.
Recommends administrative and fiscal policies and strategies, management and administrative techniques to support behavioral programs and services, including performing special studies, program reviews and evaluations. Supervises and oversees writing of specifications for the contracting, procurement and fielding of projects. Evaluates cost-effectiveness of research and evaluation to present findings to the management team. Oversees design of data collection instruments, customer feedback systems and implementation of all research and evaluation efforts.
Prepares and presents technical papers, reports, studies and briefings covering research findings, analyses, outcomes and marketing issues to management staff and senior leadership. Uses a variety of presentation techniques, graphic presentations and models to explain results and assist program personnel and weigh various alternatives. Ensures research and evaluation deliverables clearly translate findings into information that meets the needs of the end user. Identifies funding needs, completes funding requests and monitors the execution of research and program evaluation funds. Communicates with sister services¿ research staff members and civilian professional organizations. May travel (CONUS and OCONUS) to complete work assignments and conduct or attend meetings.
Represents the Marine Corps at DoD, SECNAV and Service-level forums/meetings. Maintains contact with officials in appropriate Marine Corps commands, other Services, DoD and Congressional staffs, monitor current policies, determine Marine Corps compliance with current programs and identify trends that affect programs. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials and HQMC flag officers. Reviews, researches and analyzes emerging trends in behavioral program areas and its impact on the USMC.
Supervision
Directly supervises and manages HQMC Research and Program Evaluation section staff. Provides management oversight for military personnel and adjunct staff when attached to Research and Program Evaluation. Supervises employees to include assigning, distributing, evaluating work; coach, counsel and mentor employees; approve and disapprove leave, recommend and complete personnel actions, performance reviews; recommend and administer discipline, incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment and being alert to alcohol/drug abuse to take appropriate action.
Analysis and Evaluation
Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of strategic management principles, practices, methods and techniques to analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel and on programs Marine Corps wide.
Budgeting
Formulates, administers and monitors the operating and capital budget and manpower requirements for Research and Program Evaluation at HQMC. Develops budget requests, monitors expenses, and establishes proactive controls to ensure budgetary objectives are met. Tracks compliance and execution of contracted research and takes corrective action when variances occur. Computes data and statistics to prepare reports to include financial data from a program evaluation perspective. Compares current and historical data to determine trends and anticipate future requirements.
