This position serves as OCR's Principal Deputy Director, who is the Principal of two Deputy Directors, overseeing all of OCR's matters under the direction of the OCR Director.

As an organization, OCR is critical to DOJ's efforts to ensure that recipients of Federal financial assistance from the Department are acting in accordance with federal laws prohibiting discrimination in employment and the delivery of services. OCR is the external civil rights office not only for OJP, but also for the DOJ's Office on Violence Against Women (OVW) and the Office of Community Oriented Policing Services (COPS Office). The laws that OCR enforces include (but are not limited to) Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Educational Amendments of 1972, the Age Discrimination Act of 1975, and the nondiscrimination provisions of the Omnibus Crime Control and Safe Streets Act of 1968 and the Victims of Crime Act of 1984.

Duties of this position include:

Management and Oversight
Responsible for the development, management and coordination of all operations and functions that ensure that recipients of financial assistance from OJP, OVW and the COPS Office comply with federal civil rights statutes, executive orders, rules, regulations and guidelines. Partners with the Department's Civil Rights Division to effectively carry out the Department's implementation and administrative enforcement of Title VI and the non-discrimination provisions of the Safe Streets Act. Directs civil rights enforcement activities, overseeing compliance enforcement efforts made by attorneys and specialists, including the initiation of complaint investigations and compliance reviews, the preparation of findings and determinations and the negotiation and implementation of resolution agreements. Oversees civil rights training, technical assistance and outreach activities.

Tracks developments in the field of civil rights law. Analyzes the implications of new decisions and legislation. Supervises the development of legal memoranda, policy papers, reports and publications related to civil rights enforcement. Reviews staff recommendations regarding policies developed that affect funding recipients' fulfillment of compliance and ethical considerations. Ensures that all such documents are legally and conceptually sound and consistent with guidelines. Integrates political, social, economic, technical and administrative factors when anticipating and mitigating decisions' impact on core OJP program functions.

Leads senior managers. Determines program goals, develops implementation plans and assesses progress toward OCR goals. Identifies and consults on problem areas related to implementation and goal achievement and makes decisions on alternative courses of action. Obtains the resources necessary to promote fairness and ethical conduct of OJP programs and assumes responsibility for their effective use. Develops performance standards for the other Deputy Directors and any directly supervised staff. Appoints, promotes, disciplines and trains direct reports.

Liaison and Public Contact
Establishes and maintains effective working relationships with various high-level individuals of federal, state and local entities and non-profit organizations to facilitate compliance with federal civil rights laws by grantees across grant programs. This includes proactive engagement to ensure a full understanding of civil rights requirements and the role that OCR plays in enforcing laws. Coordinates with other federal agencies that have civil rights enforcement to ensure consistency and collaborates on joint efforts. Serves on interagency committees and shares subject matter expertise.

Advice and Guidance
As an authoritative expert, provides legal and policy advice to OCR's Director and to the OJP Assistant Attorney General and OJP senior leadership on the effect of new developments in civil rights law. Provides technical guidance to senior management staff and officials at multiple OJP levels. Oversees, reviews, analyzes, evaluates and reports OCR activities and functions. Advises program and business offices on the implementation of and compliance with civil rights and non-discrimination statutes and applicable regulation, policies and procedures impacting national, large-scale grants.
