Summary:
The incumbent is authorized to make technical and executive decisions for Air Force Mortuary Affairs Operations in all areas of functional responsibility within the areas of responsibilityActs as the first level supervisor for a small/limited staffDuties:
o Provides guidance and managerial oversight over policies and proceduresSupervises and reviews the development of new and revised plans, programs, procedures, and projects, both long and short range required to accomplish the peacetime and wartime mortuary affairs mission in the PACAF theatre of operations.
o Oversees all Air Force Mortuary Affairs Operations in PACAFMonitors an average of 100 mortuary cases annually (significantly more during wartime) within the PACAF and INDOPACOM AORsOversees Intra-Theater Airlift for Human Remains missions:
Provides all affected units information regarding airlift support for human remains missions transiting PACAF installations and for missions with onward movement to Dover AFB and other CONUS locations.
o Liaison dutiesMaintains liaison with DoD, HQ USAF, MAJCOMS, USARPAC Mortuary Affairs, TMAO, Government Mortuaries within the INDOPACOM AOR, other Services Agency offices, other military services, Defense Prisoner of War/Missing Personnel Accounting Agency (DPAA), Armed Forces Medical Examiner System (AFMES), government agencies and civilian industry to ensure economy, efficiency, and standard delivery of services of joint efforts.
o Prepares remains and portions within the Regional Mortuary, Yokota AB Japan, and other government mortuaries or preparation points as needed in the PACAF AOR.
o Performs supervisory personnel management responsibilitiesStructures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employeesRequirements Conditions of Employmento U.

o Must be able to obtain and maintain the appropriate security clearance.
o Subject to recall on a 7-day, 24-hour basis and must carry AFMAO provided cell phone/PDA after normal duty hoursSubject to extensive overtime.
o Short notice travel and/or emergency overtime may be requiredMust be willing to travel on military and commercial aircraft away from the normal duty station.
o May be subject to and maintain currency of required vaccinations.
o May be required to participate in the processing of human remains in mass fatality incidents or around human remains contaminated by nuclear, biological or chemical agentsThen use of proper protective clothing and gear is essential.
o Must maintain appropriate driver's licenses.
o This position has been designated Emergency Essential (EE)In the event of a crisis situation or war, the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority.
o The incumbent is expected to participate in test alerts and practice exercises and to wear chemical warfare defense equipment as required,o and to sign DD Form 2365, DoD Civilian Employee Overseas Emergency-Essential Position Agreement, before assignment to this position.
o IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
o Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early releaseQualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Funeral Directing Series 0050SPECIALIZED
Experience:
Applicants must have a license to practice embalming and funeral directing by a State, territory, or the District of Columbia AND have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience as an embalmer, funeral director, or mortuary officer that included restorative art and cosmetologyMust have knowledge of the laws governing mortuary activities, including transportation of remains, and comprehensive understanding of operational philosophy and management of mortuary affairs and the on scene commander responsibilities and search and recovery policies and actions(Note:

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
o Mastery knowledge of managerial policies, techniques and procedures so as to develop policies and procedures for the identification and disposition of remains; ability to read, interpret, and apply federal, DoD, state, and municipal policies, laws, ordinances, and techniques of mortuary management; extensive knowledge of the missions, functions, responsibilities, organization, procedures, goals, and objectives of DoD, OSD, USAF and the other Service Branches; the sequence and timing of key operational events and milestones; and methods of evaluating effectiveness of planning actions; extensive knowledge of the methods and techniques of fact- finding, analysis, and resolution of complex problems and the skill to develop concrete action plans to analyze problems and develop timely and economical solutions; extensive knowledge of a wide range of AF search and recovery techniques and procedures and the ability to train S&R techniques and proceduresThe incumbent must hold a current embalmer's license valid and recognized in any state of the union, District of Columbia or US territoryExperience in mass fatality processing, identification, and the preparation of remains resulting from such is extremely importantIncumbent must possess a high level of expertise in the preparation and restoration of remains from a variety of trauma.
o Comprehensive knowledge of laws governing mortuary activities, including embalming, funeral directing, restorative art, cosmetology and the transportation of remainsGraduation from an accredited funeral service college is desired.
o General knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures; general knowledge of Government Contracting practices and procedures; general knowledge of the Air Force's operations in past conflicts during the Korean War, Cold War Era and Vietnam War.
o Skill in using analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend appropriate solutions.
o Ability to assess mission requirements, adequacy of benefits and services, and to make technical evaluation visits to subordinate organizations.
o Ability to communicate effectively, both orally and in writing, and to represent the Department of the AF both within and outside the organization.
o Ability to utilize various computer software and applications to create documents, manage data and send correspondencePART-TIME OR UNPAID
