Under the direction of the Manager, Disaster Services, the Emergency Management Specialist is responsible for supporting the Office of Emergency Management team in the execution of an integrated, long-term strategy for emergency preparedness, response, recovery and mitigation, working with internal and external partners. This position will have responsibilities across the emergency management lifecycle ensuring the protection of the Tribe’s people, its businesses, and the Tribal Community at-large. In addition to achieving organizational goals, the candidate will work to enhance engagement and collaboration driving effective integration with all cross-functional partners. The Emergency Management Specialist is responsible for a broad range of responsibilities across the Office of Emergency Management, including but not limited to: assisting in the development of assessments, plans, and other products to help the Enterprise identify and respond to risks that can impact the Tribal Community and/or interrupt it’s Enterprise operations. The candidate in this role must also maintain a strict level of confidentiality and act in a manner consistent with, and in compliance with, all legal and regulatory requirements.

Essential Duties & Responsibilities

1. Oversees and maintains the Tribe’s logistics resources to support disaster response operations, such as supply caches, food, water, medical supplies, portable and battery-powered equipment, etc.  

2. Assists in the review, analysis, evaluation and updating of emergency plans and procedures relating to disaster preparedness, response, and recovery. This includes supporting the development, implementation, and management of new plans, processes and practices for emergency response and recovery functions and ensuring their alignment with San Manuel business and community goals and objectives. Identifies and assesses Tribal and enterprise risks related to potential emergencies as part of preparedness activities. Also, occasionally leading specific projects in this regard.  

3. Performs administrative duties in supporting the Tribe’s volunteer engagement programs for Tribal Members and employees, such as the Tribal/Community Emergency Response Team (TERT/CERT) program. 

4. Provide support to the enterprise’s emergency management training and exercise program by preparing training engagements, teaching training programs, and providing leadership support to drills and exercises.   

5. Oversees and maintains the maintenance and upkeep of the Tribe’s primary and alternate Emergency Operations Center (EOC) facilities and ensures their readiness.  

6. Assists in the application for, management, and closeout of federal, state, and other grants related to disaster preparedness, mitigation, and recovery efforts.  

7. During emergency incidents, assignment to a support or leadership role in emergency operations coordination activities. This may include assignment to an Emergency Operations Center, Incident Command Post, or to another incident management function. This person must be able to execute these roles in a manner consistent with the Tribe’s Emergency Management Ordinance, Emergency Operations Plan, and the National Incident Management System (NIMS). This includes being available for “on-call” response after normal working hours for significant incidents. May work non-traditional business hours as needed during emergencies.  

8.  Perform other duties as assigned to support the efficient operation of the department. 

Education/Experience/Qualifications 

  • Bachelor’s Degree from an accredited institution with a concentration in Emergency Management, Public Administration, or a closely related field is required.  

  • Minimum two (2) years of related experience required.  

  • Must be at least 21 years of age. 

  • Available for “on-call” response after-hours for significant incidents. 

  • Basic understanding of the Emergency Management lifecycle and principles, and federal programs supporting these arenas.  

  • Willingness to support other departments as required. 

  • Must have documented, verifiable experience in drafting policies and procedures. 

  • Must be able to read, speak, and write intelligently in the English language.  Bilingual abilities are a plus. 

  • Must have experience creating and delivering presentations, conducting training, and preparing reports.  

  • Knowledge of jurisdictional and legal issues pertaining to Tribes in the areas of emergency management, law enforcement, and emergency services is a plus. 

  • Communicates effectively, overcomes resistance and builds commitment.   

  • Must be personable and professional, capable of using tact and discretion in communication.  

  • Applies common and consistent terminology as used in the National Incident Management System (NIMS), and associated communications standards. 

  • Provides courteous and expeditious customer service to Tribal community members, team members, and departments. 

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. 

Certificates/Licenses/Registrations
  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. 

  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.  

  • Incident Command System (IS-100), National Incident Management System (IS-700) & National Response Framework (IS-800) certifications. If not already certified, obtain/complete within three months after being hired. 

  • Certification as a FEMA Community Emergency Response Team (CERT) Instructor is required or must be able to obtain within 12 months of hire. 

  • Training in the Homeland Security Exercise & Evaluation Program (HSEEP) preferred. 

  • Emergency management professional certification preferred (CEM, AEM, FEMA Professional Development Series, etc) is a plus.
