Summary / purpose of the position

 

The Manager, Government Pricing is accountable for supporting the government pricing and contract administration process at Ipen by partnering with Ipsen’s Value & Access (V&A), Gross-to-Net (GTN) and Trade operations teams. Concentration will be on serving as a point of contact Government Pricing Calculations, Government contract performance (i.e. 340B, VA/FSS), knowledge of regulations that impact U.S. Federal Pricing Programs (Medicaid, Federal Supply Schedule and PHS340B), monitoring activities on Chargeback reports as well as collaborating with the implementation of systems and procedures that are in accordance with corporate objectives. Additional responsibilities include risk management by performing internal audits on historical government rebate payments against contract terms and conditions,The position will report to Associate Director, Government Pricing and will be based in Berkley Heights, NJ.

 

Main responsibilities / job expectations

Responsibilities will include, but are not limited to the following: Partner with internal stakeholders to plan, prioritize, and review Medicaid & Federal strategies including, but not limited to Contract Terms and Conditions, automated capabilities to administer contracts in partnership with IPSEN’s BPO Partner EVERSANA, ensure contract language includes required data needed to process rebate payments. Shared best practices in contract administration. Assist Associate Director, Government Pricing for timely and accurate price reporting to government agencies (ASP, BP, AMP, NonFAMP, PHS340B) Assist in Associate Director, Government Pricing to review payments for Medicaid claims, Tricare, Coverage GAP and IFF administrative fees. Assist Associate Director, Government Pricing & Contracts with internal audits on historically reported Gov’t Pricing calculations, government contracts and rebate payments. Liaison to the V&A and Trade teams. Responsible for understanding current and future needs relative to current or proposed contract management activities and requirements. Work with internal GP, V&A and GTN teams to effectively evaluate the accuracy, completeness and assumptions of data used to perform analyses on pricing scenarios’ impact on ASP, AMP, NonFAMP, PHS340B, Best Price, etc. Develop effective reports and analytics that provide decision makers access to critical metrics and insights into contract performance. Maintain contract and rebate tracking reports. Partner with IPSEN’s BPO Partner EVERSANA to automate contract administration efforts. Contribute to development of and monitor compliance to Ipsen’s Contract Policies and Procedures manuals. Ensure SOPs are current and in compliance with laws and Ipsen’s policies. . Responsible for communication of key process updates. Partner with internal/external customers to ensure data and/or requests (invoice packages) are submitted in accordance with contract terms; identify areas for improvement and provide actionable feedback. Keep abreast of information which could have an impact on forecast drivers, i.e., contracted volume trends, contracted pricing trends, changes in customers’ purchasing patterns. Knowledge of U.S. Federal Pricing Programs regulations

 

Knowledge, abilities & experience

Education / Certifications:

Bachelor’s degree in Accounting, Finance or Business Administration

 

Experience:

Minimum 5 years’ experience in healthcare environment, preferably pharmaceutical industry, contract management Minimum 3-5 years’ experience in Government Pricing Solid understanding of contracts and contract terms including knowledge of contracting for brand pharmaceuticals Ability to successfully interact with upper management as well as cross-functional directors and manager level team members Knowledge of regulations guiding U.S. Federal Pricing Programs (Medicaid, Federal Supply Schedule and PHS340B) Ability to work under tight timelines Strong organizational and project management skills Excellent verbal, written, and interpersonal communication skills Solid experience in analytics, forecasting   Expertise in Finance and analytical tools including Excel, SAP Proficient in Microsoft Office Word, Excel, PowerPoint and Outlook

Highly self-motivated, dedicated, committed expert with prior experience in the above-mentioned responsibilities Analytics: Work with large volumes of data analyzing trends to draw conclusions and develop actionable recommendations Investigate complex issues, make decisions and develop solutions Perform audits (340B eligibility, rebate payments), as well as oversee monitoring efforts in key performance indicators (KPIs) Review, analyze and track in-process and on-going status of agreements Ability to handle confidential information in an appropriate manner Ability to manage competing priorities while producing quality information and meeting deadlines Strong business partnering skills, including ability to support a diverse set of functions Possess an operational excellence “mind-set” to improve processes Collaborator with internal and external business partners Action and solution oriented to take ownership of tasks and follow through to successful completion Excellent verbal/written communication and presentation skills Adept at functioning independently and strong team building and interpersonal skills

This position may infrequently require working after hours and weekends to meet specific deadlines for reporting and special projects, and travel to various Ipsen sites domestically and internationally.
